The Emergency Connectivity Fund (ECF) was established by the American Rescue Plan Act of 2021 and will provide $7.17 billion to support the reasonable costs of the purchase of connected devices (i.e., laptop and tablet computers), Wi-Fi hotspots, modems, routers, and broadband connectivity for off-campus use to serve the unmet needs of students, school staff, and library patrons during the COVID-19 emergency period.
This webinar will highlight frequently asked questions about the ECF Program and application process as well as answer program questions from potential ECF participants. Participants will have an opportunity to submit questions about the program and its requirements during or in advance of the event to ECFwebinar@fcc.gov. In response to the surge in Delta variant cases, FEMA continues to support state, local, tribal, and territorial governments in the fight against COVID-19 by reimbursing eligible expenses related to the administration of COVID-19 vaccinations.
Funding under FEMA Public Assistance program[1] includes community engagement and information dissemination to promote vaccination availability, scheduling, and accessibility, as well as reimbursement for activities to increase public confidence in and uptake of COVID-19 vaccines. This funding is eligible under current FEMA policies and is available to state, local, tribal, and territorial governments and eligible private and nonprofit medical facilities carrying out vaccination administration activities.

Eligible transportation expenses include those associated with travel to ensure outreach to remote areas and underserved populations. Transportation to and from sites for the administration of vaccinations is also eligible.
FEMA encourages applicants for Public Assistance funding to work with other community partners in communicating with and engaging the public to support full implementation of COVID-19 vaccinations. The U.S. Department of Health and Human Services has also launched a COVID-19 public education campaign at COVID-19 Community Corps | WECANDOTHIS.HHS.GOV. The public education campaign is a national initiative to increase public confidence in and uptake of COVID-19 vaccines while reinforcing basic prevention measures such as mask wearing and social distancing.

Please join the White House, Department of the Treasury, and Department of Health and Human Services for a webinar for State, Territorial, Tribal and Local Government Leaders Use of Coronavirus State and Local Fiscal Recovery Funds and CDC-Immunization Funds for $100 Vaccine Incentives. The webinar will be feature U.S. Surgeon General Dr. Vivek Murthy and U.S. Department of Treasury Chief Recovery Officer Jacob Leibenluft, as well as two state and local leaders who have successfully developed their own $100 vaccine incentive programs.
State, Territorial, Tribal, and Local governments can use State and Local Fiscal Recovery Funds as well as CDC-Immunization Funds to provide incentives to increase the number of people who choose to get vaccinated, or that motivate people to get vaccinated sooner than they otherwise would have. States ranging from New Mexico to Ohio and Colorado, as well as local governments spanning from New York City to Columbus, Ohio and Gadsden, Alabama are offering similar incentive programs that have helped increase vaccination rates.
On this webinar, the team will discuss the Treasury’s and CDC’s guidance, including the Treasury’s Frequently Asked Questions and Interim Final Rule, and will discuss how recipients may support programs that provide incentives expected to increase the number of people who choose to get vaccinated so long as such costs are reasonably proportional to the expected public health benefit.

These webinars are for organizations that are interested in applying for grant funding under the ARP-AIRE program.

Treasury will be hosting an informational briefing with USET/USET SPF member Tribal Nations to discuss the Small Business Credit Initiative (SBCI). The American Rescue Plan Act of 2021 (P.L. 117-2) provided $500 million for the SBCI program to be allocated among Tribal Nations to support financing for small businesses in Indian Country. SBCI funds may be used for small business financing programs such as capital access programs, loan participation, loan guarantee, collateral support, and venture equity programs. In addition to providing information about the program, Treasury is interested in hearing from the USET/USET SPF member Tribal Nations on potential uses of SBCI funds.

The deadline for Tribal Nations to submit a Notice of Intent (NOI) to apply for the SBCI program is Friday, August 16, 2021 by 5:00pm ET, and applications for the SBCI program will be due to Treasury on December 11, 2021. To complete an NOI Form for Tribal Governments, please click here.
The distribution of SBCI funds has been determined by available employment and economic data for each Tribal Nation.

USET SPF submitted comments to the Department of the Treasury on June 4, 2021 expressing concern that Tribal Nations will not be able to fully access and utilize the program’s benefits, especially since private capital is required to fulfill the program’s matching fund requirements. We also requesting that SBCI funds be distributed to Tribal Nations equitably and not rely on a formula distribution methodology that focuses on Tribal Land base or population size. USET SPF further recommended flexibility in funding use for technical assistance, use of Tribally-certified data, and that Tribally-chartered corporations be eligible to receive SBCI funds.

On July 7, 2021, EPA announced that it will make $50 million in American Rescue Plan (ARP) funding available to improve air quality monitoring for communities across the United States. This event will provide an overview of the intended distribution of the air quality monitoring funds with a focus on the ($20M) competitive grant and ($22.5M) direct award criteria.

The U.S. Food and Drug Administration (FDA) has issued Emergency Use Authorizations (EUA) for monoclonal antibodies to treat COVID-19 for certain patients. Monoclonal antibodies may be available through expanded access programs to treat COVID-19 for immunocompromised patients. However, the efficacy of use for immunocompromised patients is unclear.
During this COCA Call, presenters will discuss the FDA’s role in issuing EUAs for certain monoclonal antibodies, options for compassionate use, the process for ordering and distributing monoclonal antibodies, and current data on using monoclonal antibodies for both non-hospitalized and immunocompromised patients. Presenters will also cover preventing, diagnosing, and treating COVID-19 in immunocompromised patients, including the role of monoclonal antibodies, serologic testing, and potential third dose of COVID-19 vaccinations.

People with immunocompromising conditions or who take immunosuppressive medications or therapies are at increased risk for severe COVID-19. Studies indicate that some immunocompromised people have a reduced immune response following a primary COVID-19 vaccine series compared to vaccine recipients who are not immunocompromised. Studies have further demonstrated that an additional mRNA COVID-19 vaccine dose after an initial 2-dose primary mRNA COVID-19 vaccine series in some immunocompromised populations may enhance immune response.
During this COCA Call, presenters will discuss the current data on COVID-19 vaccines in immunocompromised people; the role of additional doses of mRNA COVID-19 vaccines, patients who should be considered to receive these additional COVID-19 vaccine doses, results from the August 13, 2021, Advisory Committee on Immunization Practices (ACIP) meeting, and CDC’s guidance on additional COVID-19 doses in immunocompromised people.

Please join the National Indian Health Board (NIHB) for an Infectious Disease Preparedness Learning Community (IDLC) webinar on the basics of planning for an infectious disease outbreak. Once the decision to conduct a field investigation of an acute outbreak has been made, working quickly is essential to protecting the health and wellness of Tribal communities. Tribal epidemiologists want to work quickly and get the right answers but they also want to make sure they are systematic in their approach. A systematic approach ensures that the investigation proceeds without missing important steps along the way. During this presentation, attendees will gain experience in outbreak investigation through real-world examples that can assist with planning for outbreaks in Tribal communities.

USDA’s Animal and Plant Health Inspection Service (APHIS) has developed a Strategic Framework outlining our approach to fulfill a key charge within the American Rescue Plan Act to better protect people and animals from SARS-CoV-2, the virus that causes COVID-19. The Framework serves as a roadmap to build One Health capacity and strengthen APHIS’ ability to prevent, detect, investigate and respond to SARS-CoV-2 as well as other emerging and zoonotic diseases. Collectively, the key actions within the Framework will enable USDA to build an early warning system to alert public health partners to take steps sooner to potentially prevent or limit the next zoonotic disease outbreak, or the next global pandemic.
We are interested in your feedback on the Strategic Framework and will accept written comments for 45 days via Regulations.gov from Tuesday, August 24 to Friday, October 8, 2021.
APHIS is also hosting a series of webinars to provide more information about the Strategic Framework and answer any questions you may have. Our hope is that this additional information will support your ability to submit written comments.
