The IHS COVID-19 sessions convene IHS, tribal and urban area providers from around the U.S., many working in rural areas with limited resources, in crucial real-time, peer-to-peer clinical learning.
IHS national clinical consultants for Emergency Medicine and Infectious Disease present and lead discussions on topics including
- COVID-19 clinical updates,
- situation reports, and
- local-area response.
This allows local providers and national experts to discuss urgent focus areas and new developments in COVID-19 screening, treatment, and management of post-infection syndromes.
The sessions occur on the first and third Thursday of each month and include a clinical update by the IHS Chief Clinical Consultant for Infectious Disease, an update from IHS headquarters, case presentations and a brief didactic presentation.

Conducting an Organizational Self-Assessment During Covid-19: Stories of Community Response as Self-Assessment
This session will provide a tribal entity/organization’s perspective on conducting organizational self-assessments during the pandemic. We will discuss the challenges of implementing self-assessment and opportunities for reframing the approaches and tools used in public health. We welcome Jayson Hunt, who represents Wabanaki Public Health and Wellness, to describe the success of two programs, Color and Water. During the pandemic, the two programs were adapted to best serve elders in the Wabanaki communities. Wabanaki represents a consortium of five tribal nations and a collaborative system composed of public health, social services, and behavioral health.
Questions we are interested in discussing:
- Do we need to reframe organizational self-assessments of performance within tribal nations/ entities going forward?
- How do we conduct organizational self-assessments across three departments?
- How common is conducting double evaluations (i.e., cultural/community and funders)for every program?
- Are there talking points for funders and decision-makers regarding the balance between using national and community-level assessment tools and methods to reflect the processes and impacts on health and wellbeing?

As the Point of Contact for Tribal Consultation for the U.S. Department of the Treasury, I invite you to attend a Tribal consultation on the State Small Business Credit Initiative Program (SSBCI) for Tribes.
The American Rescue Plan Act of 2021 provides $500,000,000 to be allocated among federally recognized Tribal governments in the proportion the Secretary determines appropriate, including consideration of available employment and economic data for each Tribal government. These funds will be used be Tribes to support financing for small businesses.
The deadline for submitting a Notice of Intent to apply is June 11, 2021. The Notice of Intent (NOI) to apply and instructions for submitting the NOI will be sent to Tribal contacts in the near future.
Applications for the SSBCI Program are due to Treasury by December 11, 2021. (Application forms forthcoming.)
To help facilitate a better understanding of the SSBCI Program for Tribes, Treasury will host an information session on Thursday, May 13, 2021 from 2:00 p.m. to 3:00 p.m. ET. The Department of the Treasury is seeking your input on Tribal participation in the program. Specifically, our questions are:
- What types of businesses does your Tribe anticipate assisting with these funds?
- Would your SSBCI Program target businesses that are located on Tribal lands, Native-owned businesses that are off Tribal land but wholly owned by Native Americans, or both?
- Would you be assisting Tribally owned businesses? How might their ownership or organizational structure hinder participation in an SSBCI program?
- What kinds of technical assistance are you anticipating that the businesses you serve will need to be successful? Note that the technical assistance should be supporting the capital program; thus, how do you see the combination of capital and technical assistance working together to support Tribal needs and SSBCI programming? Are there certain types of technical assistance that are particularly needed by businesses in your community?
- To what extent do Tribes have the capacity to deliver technical assistance to very small and larger businesses? If the capacity does not exist or are limited, what types of partners do you think would be effective in providing these supports?
- Do you see a role for other organizations such as Community Development Financial Institutions (CDFIs), Minority Business Development Agencies (MBDA), Chambers of Commerce and others to assist in outreach, providing technical assistance, access to capital or other support to ensure sustainability in your SSBCI programs?
- The SSBCI Program, aside from the Capital Access Program which is a set insurance-like program, requires a 10:1 crowding in of capital over the life of the program. Instruments to accomplish this are leverage, revolving loan funds multiple times, series round in equity investment, crowding in of fixed asset investments, etc. What barriers to raising capital do you anticipate? What recommendations do you have for Treasury to help Tribes be successful in raising capital?
- To maximize participation by eligible tribal governments, eligible entities may wish to apply jointly or partner with third parties. What challenges and opportunities do you anticipate that are related to partnering with other organizations to successfully execute an SSBCI Program?
For the consultation, we respectfully request that each Tribe register one Primary leader or Designee to provide comments. All others are welcome to register as listen-only participants. Please note that this consultation can host 1000 participants. Comments related to the initial SSBCI consultation should be submitted to tribal.consult@treasury.gov. The deadline for comments to be submitted is Friday, June 4, 2021 11:59 p.m. ET.

Under the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 & the American Relief Plan Act of 2021, FEMA is providing financial assistance for Covid-19 related funeral expenses incurred after Jan 20, 2020. This overview will provide program eligibility, documentation requirements and how to apply.

Bambi Kraus, Tlingit, is FEMA’s National Tribal Affairs Advisor who advises the Administrator and Senior Leaders on Tribal government engagements, policy issues and Tribal Consultation for the agency. The Tribal Program is located in the Intergovernmental Affairs Division of the Office of External Affairs. Prior to joining FEMA, Ms. Kraus was the founder and Executive Director of the National Association of Historic Preservation Officers, a national non-profit Indian organization that is devoted to assisting Tribes preserve and rejuvenate their cultures and traditions. Since graduating from Stanford University, Bambi has resided in Washington DC and has been committed to working with and advocating for Native Rights. Her Tlingit family resides in Kake, Alaska.
Matt Redding, Deputy Director, Individual Assistance, Office of Response and Recovery, joins the Recovery Team after serving a leadership detail as Acting Deputy Director, Office of External Affairs. Previously, he served as the Director of the National Integration Center within the National Preparedness Directorate where soon after joining FEMA he deployed to the National Response Coordination Center as Resource Support Section Deputy for Operations. In this role, he assisted in national level logistics analysis, allocation, & interagency efforts to meet the nations unique requirements under the national COVID-19 Response Plan. He directed complex allocation and Defense Production Act working groups oriented on maximizing commercial and federal acquisition and supply to support frontline healthcare needs. A 30-year career Army Officer, Matt’ last military assignment was performing duties as an Assistant Professor of National Security and Resource Strategy at the National Defense University, Fort McNair, DC. Matt developed ground-breaking curriculum linking future military concepts with current future technology, labor and industrial capacity to support large scale conflicts. Matt served as Army Chief of Current Operations for Logistics in the Pentagon. His operational experiences span the globe where command and staff assignments put him in the forefront of international, interagency and national responses to major disaster & national security threats.

FEMA’s Public Assistance program will be hosting a national webinar for Public Assistance recipients and subrecipients, as well as those in the health care community, to learn about the policy that supports vaccine participation throughout communities.
As more Americans receive the Coronavirus (COVID-19) vaccine, the end of the pandemic and a return to normal life are in sight. Join us from 2 to 3 p.m. ET on May 25 for a webinar where FEMA program experts will discuss the availability of funds to assist communities with marketing and advertising efforts to inform the public on vaccine safety and availability, as well as ensure equal access to vaccination sites. FEMA will also be joined by Centers for Disease Control (CDC) representatives who will share information about helping encourage vaccinations throughout the nation with community leaders and other resources.

On May 4, 2021, the White House announced $250 million to support two funding opportunities for community-based organizations to hire and mobilize community outreach workers. Today, HRSA is pleased to announce the availability of the second notice of funding opportunity announcement (NOFO) titled Community-Based Workforce to Increase COVID-19 Vaccine Access.
The purpose of the program is to support communities as they establish, expand, and sustain a public health workforce to prevent, prepare for, and respond to COVID-19. This includes the hiring of community outreach workers, which includes community health workers, patients navigators, and social support specialists, to educate and assist individuals in accessing and receiving COVID-19 vaccinations.
Eligible applicants for this NOFO include nonprofit private or public organizations, including local and/or regional community-based organizations (CBOs) with demonstrated experience in implementing public health programs, particularly in medically underserved areas. This includes Tribes and Tribal organizations.
