Under the American Rescue Plan Act, EDA was allocated $3 billion in supplemental funding to assist communities nationwide in their efforts to build back better by accelerating the economic recovery from the coronavirus pandemic and building local economies that will be resilient to future economic shocks. This historic appropriation will support bottom-up, middle-out economic development projects and activities that are focused on advancing equity, creating good-paying jobs, helping workers to develop in-demand skills, building economic resilience, and accelerating the economic recovery for the industries and communities hit hardest by the coronavirus pandemic.
On Friday, July 23, EDA published six (6) separate Notices of Funding Opportunity (NOFOs) soliciting applications for its ARPA funds (view program summary chart). In order to help facilitate participation in these programs, EDA will host a series of webinars for EDA grantees and partners beginning on August 2. Below are links to each individual program web page and registration information for each webinar.
EDA will also host an EDA 101 and American Rescue Plan webinar on Wednesday, August 4 at 2pm Eastern (register).

From setting tribal priorities, to building infrastructure, to managing and sustaining projects, the American Rescue Plan Act (ARPA) presents an unprecedented opportunity for the 574 federally recognized tribal nations to use their rights of sovereignty and self-government to strengthen their communities. As the tribes take on the challenges presented by the Act, the Ash Center’s Harvard Project on American Indian Economic Development is hosting a series designed to assist tribes, to help tribes learn from each other and from a wide array of guest experts. During this session, the sixth in the series, following a round of discussion between the panelists a brief Q+A session will be held to maximize the opportunities for audience participation.
This session, titled "Investing in Your Tribes’ Infrastructure" will feature:
Please join the White House, Department of the Treasury, and Department of Health and Human Services for a webinar for State, Territorial, Tribal and Local Government Leaders Use of Coronavirus State and Local Fiscal Recovery Funds and CDC-Immunization Funds for $100 Vaccine Incentives. The webinar will be feature U.S. Surgeon General Dr. Vivek Murthy and U.S. Department of Treasury Chief Recovery Officer Jacob Leibenluft, as well as two state and local leaders who have successfully developed their own $100 vaccine incentive programs.
State, Territorial, Tribal, and Local governments can use State and Local Fiscal Recovery Funds as well as CDC-Immunization Funds to provide incentives to increase the number of people who choose to get vaccinated, or that motivate people to get vaccinated sooner than they otherwise would have. States ranging from New Mexico to Ohio and Colorado, as well as local governments spanning from New York City to Columbus, Ohio and Gadsden, Alabama are offering similar incentive programs that have helped increase vaccination rates.
On this webinar, the team will discuss the Treasury’s and CDC’s guidance, including the Treasury’s Frequently Asked Questions and Interim Final Rule, and will discuss how recipients may support programs that provide incentives expected to increase the number of people who choose to get vaccinated so long as such costs are reasonably proportional to the expected public health benefit.

Please join the National Indian Health Board (NIHB) for an Infectious Disease Preparedness Learning Community (IDLC) webinar on the basics of planning for an infectious disease outbreak. Once the decision to conduct a field investigation of an acute outbreak has been made, working quickly is essential to protecting the health and wellness of Tribal communities. USDA’s Animal and Plant Health Inspection Service (APHIS) has developed a Strategic Framework outlining our approach to fulfill a key charge within the American Rescue Plan Act to better protect people and animals from SARS-CoV-2, the virus that causes COVID-19. The Framework serves as a roadmap to build One Health capacity and strengthen APHIS’ ability to prevent, detect, investigate and respond to SARS-CoV-2 as well as other emerging and zoonotic diseases. Collectively, the key actions within the Framework will enable USDA to build an early warning system to alert public health partners to take steps sooner to potentially prevent or limit the next zoonotic disease outbreak, or the next global pandemic.
We are interested in your feedback on the Strategic Framework and will accept written comments for 45 days via Regulations.gov from Tuesday, August 24 to Friday, October 8, 2021.
APHIS is also hosting a series of webinars to provide more information about the Strategic Framework and answer any questions you may have. Our hope is that this additional information will support your ability to submit written comments.
The format and information shared during each webinar will be identical. Certain webinars are geared toward a specific audience, but you are welcome to join any webinar that best fits your schedule. Each webinar has its own registration link and connection information. Once you register, you will receive a confirmation email with additional details.

We’ve reached an inflection point in our fight against COVID-19. New variants have contributed to dramatic increases in cases, and breakthrough infections among those who have been vaccinated threaten to further undermine public confidence. The time for PSAs and “raising awareness” is long past. Those who are not yet vaccinated need more than additional awareness. They need compelling, highly targeted, and persuasive messages that address their specific obstacles to change.
During our new 1-hour digital learning event and Q&A, Rescue Agency Founder and President, Jeffrey Jordan, MA, and Sr. Research Scientist, Carolyn Stalgaitis, MPH, will explore persuasive messaging strategies to reach vaccine-hesitant audiences and best practices in equitable communications to meet and engage specific populations where they are with the right messages.
