Treasury Briefing with USET/USET SPF Member Tribal Nations on Small Business Credit Initiative Program
Treasury will be hosting an informational briefing with USET/USET SPF member Tribal Nations to discuss the Small Business Credit Initiative (SBCI). The American Rescue Plan Act of 2021 (P.L. 117-2) provided $500 million for the SBCI program to be allocated among Tribal Nations to support financing for small businesses in Indian Country. SBCI funds may be used for small business financing programs such as capital access programs, loan participation, loan guarantee, collateral support, and venture equity programs. In addition to providing information about the program, Treasury is interested in hearing from the USET/USET SPF member Tribal Nations on potential uses of SBCI funds.

The deadline for Tribal Nations to submit a Notice of Intent (NOI) to apply for the SBCI program is Friday, August 16, 2021 by 5:00pm ET, and applications for the SBCI program will be due to Treasury on December 11, 2021. To complete an NOI Form for Tribal Governments, please click here.
The distribution of SBCI funds has been determined by available employment and economic data for each Tribal Nation.
For more information please visit Treasury’s SBCI website. Questions regarding the SBCI program can be directed to ssbci_information@treasury.gov. Additional guidance is forthcoming.
USET SPF submitted comments to the Department of the Treasury on June 4, 2021 expressing concern that Tribal Nations will not be able to fully access and utilize the program’s benefits, especially since private capital is required to fulfill the program’s matching fund requirements. We also requesting that SBCI funds be distributed to Tribal Nations equitably and not rely on a formula distribution methodology that focuses on Tribal Land base or population size. USET SPF further recommended flexibility in funding use for technical assistance, use of Tribally-certified data, and that Tribally-chartered corporations be eligible to receive SBCI funds.

CDC COCA Call: Therapeutic Options to Prevent Severe COVID-19 in Immunocompromised People
The U.S. Food and Drug Administration (FDA) has issued Emergency Use Authorizations (EUA) for monoclonal antibodies to treat COVID-19 for certain patients. Monoclonal antibodies may be available through expanded access programs to treat COVID-19 for immunocompromised patients. However, the efficacy of use for immunocompromised patients is unclear.
During this COCA Call, presenters will discuss the FDA’s role in issuing EUAs for certain monoclonal antibodies, options for compassionate use, the process for ordering and distributing monoclonal antibodies, and current data on using monoclonal antibodies for both non-hospitalized and immunocompromised patients. Presenters will also cover preventing, diagnosing, and treating COVID-19 in immunocompromised patients, including the role of monoclonal antibodies, serologic testing, and potential third dose of COVID-19 vaccinations.

Understanding Tribal Government SSBCI with Treasury
National Congress of American Indians (NCAI) and NAFOA will host a webinar featuring speakers discussing the new Tribal Government State Small Business Credit Initiative (SSBCI) with speakers from the Department of the Treasury (Treasury).
The webinar will provide information about the SSBCI program, how to file a Notice of Intent, and Treasury will answer participant questions about the program/application process.
Included as a provision in the American Rescue Plan Act, SSBCI funds tribal, state, and territory small business and support programs. SSBCI has at least $500 million allocated for Tribal Nations. To access this funding, Tribal Nations must provide Treasury with a Notice of Intent by August 16, 2021.

CDC COCA Call: Additional mRNA COVID-19 Vaccines for Moderately to Severely Immunocompromised People
The U.S. Food and Drug Administration (FDA) has issued Emergency Use Authorizations (EUA) for additional doses of mRNA COVID-19 vaccines for moderately to severely immunocompromised people. People with immunocompromising conditions or who take immunosuppressive medications or therapies are at increased risk for severe COVID-19. Studies indicate that some immunocompromised people have a reduced immune response following a primary COVID-19 vaccine series compared to vaccine recipients who are not immunocompromised. Studies have further demonstrated that an additional mRNA COVID-19 vaccine dose after an initial 2-dose primary mRNA COVID-19 vaccine series in some immunocompromised populations may enhance immune response.
During this COCA Call, presenters will discuss the current data on COVID-19 vaccines in immunocompromised people; the role of additional doses of mRNA COVID-19 vaccines, patients who should be considered to receive these additional COVID-19 vaccine doses, results from the August 13, 2021, Advisory Committee on Immunization Practices (ACIP) meeting, and CDC’s guidance on additional COVID-19 doses in immunocompromised people.
