With the signing of the Bipartisan Infrastructure Law in mid-November, President Biden marked a new era of building a better America together. The Bipartisan Infrastructure Law is historic in its size – the largest ever investments in broadband, rail and transit, clean energy, and water, just to name a few – as well as the breadth of programs and sectors included in the law. Implementing the largest investment in our nation’s infrastructure in generations will require deep partnership alongside Members of Congress, Governors, Mayors, Tribal leaders, local officials, and community members.
Today, the White House is releasing a Bipartisan Infrastructure Law guidebook to provide information so you know what to apply for, who to contact, and how to get ready to rebuild. This guidebook is a roadmap to the funding available under the law, as well as an explanatory document that shows direct federal spending at the program level. We will continue to update this resource online at Build.gov. Our goal is for you—communities all across America—to take full advantage of the opportunity this new funding presents.
The Biden-Harris Administration remains committed to building a better America-- creating good middle-class jobs, supporting disadvantaged and underserved communities, advancing climate resilience and sustainability, and investing in American manufacturers. It is our hope this resource is another step forward in our work together to build a better America.
To help partners better understand how to use this document and hear the latest updates on the Bipartisan Infrastructure Law implementation, we are hosting two webinars this week:
We encourage you to continue to amplify the historic nature and local impacts of the Bipartisan Infrastructure Law and share how this guidebook will help to ensure that every person in every community has the opportunity to benefit from this once-in-a-generation investment.

Demand for more COVID-19 testing rose quickly in recent months along with the Omicron variant. New initiatives—including the federal government’s recently-launched at-home testing distribution program—are designed to increase access and affordability. But with multiple testing options available, it’s easy to get confused about which testing method is best in a particular situation; what is the most efficient way to get and administer at-home tests; and what to do in case of a positive result. As important trusted messengers, community-based organizations and workforces need to be equipped with the latest information on testing to keep their communities informed and protected.
During this 60 minute webinar, experts will:
• Share an overview of all COVID-19 test opportunities currently available, including how to best utilize testing sites in your community, and secure at home testing kits for personal use
• Discuss the federal government plan to equitably distribute at home test, ensuring that every American has free and convenient access, and
• Answer the most frequently asked questions CBOs have about getting their communities tested and protected.
Speakers
• John Barnes, PhD, Team Lead, Strain Surveillance and Emerging Variants, CDC
• Jasmine Chaitram, MPH, Lead, Expansion of Screening and Diagnostics Task Force, CDC
• Alice Chen, MD, Senior Advisor, Made to Save
•Cameron Webb, MD, JD, Senior Policy Advisor Equity, COVID-19 Response Team, White House
• Lisa F. Waddell, MD, MPH, Chief Medical Officer, CDC Foundation (moderator)

On November 18, 2021, the Centers for Medicare & Medicaid Services (CMS) Division of Tribal Affairs, in collaboration with the CMS Center for Clinical Standards and Quality (CCSQ) held an All Tribes Webinar on an Interim Final Rule with Comment Period (IFC) that requires COVID-19 vaccination of applicable staff at Medicare and Medicaid certified health care facilities. CMS is holding this All Tribes Call Consultation to explain how your health facilities can utilize the CMS Quality, Certification and Oversight Reports (QCOR) website at https://qcor.cms.gov/index_new.jsp to search for CMS certification numbers (CCN) of facilities subject to the IFC. We will also answer Tribal concerns and questions raised on the previous webinar held on November 18, 2021. All new questions for this Webinar must be forwarded in writing in advance of this webinar to the CMS Division of Tribal Affairs at TribalAffairs@cms.hhs.gov by close of business on February 2, 2022
Background: On November 4th, CMS published an Interim Final Rule with Comment Period (CMS-3415-IFC) requiring COVID-19 vaccination of applicable staff at specific Medicare-certified health care providers and suppliers to protect those fighting this virus on the front lines while also delivering assurances to individuals and their families that they will be protected when seeking care.
The complete list of Medicare and Medicaid providers and suppliers subject to the COVID-19 staff vaccination rules is found in the IFC, which includes, for example, hospitals, ambulatory surgical centers, critical access hospitals, and federally qualified health centers. Facilities covered by this regulation must establish a plan ensuring all applicable staff have received the first dose of a two-dose COVID-19 vaccine (Pfizer or Moderna) or a one-dose COVID-19 vaccine (J&J) prior to providing any care, treatment, or other services. The regulation also provides for exemptions based on federal law (including recognized medical conditions or religious beliefs, observances, or practices). Facilities must develop a process or plan for permitting exemptions in alignment with federal law.
On December 28, 2021, CMS issued updated guidance with a modified timeline for implementation and enforcement. For facilities located in states not listed below, the deadline for Phase 1 implementation is January 27, 2022, and the deadline for Phase 2 implementation is February 28, 2022. As a result of the U.S. Supreme Court decision lifting an injunction against enforcement of the IFC in certain states, CMS issued additional guidance on January 14, 2022 specifically for Medicare and Medicaid certified facilities located in the following states: Alabama, Alaska, Arizona, Arkansas, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Utah, West Virginia and Wyoming. The deadline for facilities in these states for Phase 1 implementation is February 14, 2022 and for Phase 2, the implementation date is March 15, 2022. For facilities located in Texas, the Phase 1 implementation date is February 22, 2022 and for Phase 2, the implementation date is March 21, 2022.
