The U.S. Department of Treasury (Treasury) recently released the Project and Expenditure Report and associated User Guide to be used by recipients of Coronavirus State and Local Fiscal Recovery Funds (SLFRF), authorized by the American Rescue Plan Act, to submit data associated with the SLFRF program and fulfill the program’s reporting obligations. The report is due for Tribal governments that received more than $30 million in SLFRF funding on January 31, 2022.
NAFOA, in coordination with Treasury, is hosting a webinar on January 18, 2022, at 3pm EST to walk through the SLFRF Project & Expenditure report for Tribal governments. You may register for the webinar here.
Funding from the SLFRF is subject to the requirements specified in the Final Rule released by Treasury on January 6, 2022. Treasury released an Overview of the Final Rule, which provides a summary of major rule provisions to assist recipients and stakeholders. Treasury also released a Tribal government fact sheet, which contains highlights of the final rule relevant to Tribal governments.
If you have questions or need additional information regarding the SLFRF, please send an email via SLFRP@treasury.gov.
UPDATE:
Today's Tribal consultation on the OSHA COVID-19 Vaccination and Testing Emergency Temporary Standard (ETS) has been canceled due to the Supreme Court ruling that blocked OSHA.
Instead, OSHA will provide a brief summary of the Supreme Court's decision and how to use best practices to keep your workforce safe. They will also provide updates on the Department of Labor's new grant website.
-----
The U.S. Department of Labor’s Occupational Safety and Health Administration's (OSHA) November 5 briefing on the COVID-19 Vaccination and Testing Emergency Temporary Standard (ETS)was our first opportunity to provide information about the ETS and we appreciate the feedback you submitted.
As promised, OSHA decided not to enforce the ETS at worksites owned by Tribes until it consulted with Tribal leaders and received your input on the applicability and implications of the ETS. This letter serves as notification that OSHA will host a virtual Tribal consultation session on the ETS via Zoom on January 19, 2022, at 2:00 p.m. Eastern Time. Please use this link to register for the consultation session.
The Department and OSHA are committed to implementing Executive Order 13175 and the January 26, 2021 Presidential Memorandum on Tribal Consultation and Strengthening Nation-to-Nation Relationships and we look forward to engaging with you during this session. In addition, attendees are encouraged to review the ETS, which also serves as a proposed rule, in advance of the consultation session. Text can be found at https://www.osha.gov/coronavirus/ets2. Because this rulemaking is in an active comment period, DOL will be recording comments about the ETS and placing them in the docket. We also encourage you to submit comments through the docket, at https://www.regulations.gov/docket/OSHA-2021-0007. Comments are due January 19, 2022.
If you have question about the Department’s Tribal consultation, please contact me directly at Lujan.Theresa@dol.gov.
