SUMMARY:HUD Webinar on Developing Programmatic Agreements Under Section 106
DESCRIPTION:February 1 at 2:00 pm Eastern\nRegister \nMore information \nThe Department of Housing and Urban Development will host a webinar on Section 106 compliance under the National Historic Preservation Act\, which is required for all Environmental Assessments and for environmental reviews that are categorically excluded and subject to related laws (CEST). For Tribal projects involving the rehabilitation of single-family homes\, the consultation for historic preservation is often the lengthiest part of the environmental review. Programmatic agreements can be used to shorten the compliance process. This webinar will provide Tribal Nations and THDEs with the information needed to develop a programmatic agreement with the Tribal Historic Preservation Officer and/or State Historic Preservation Officer. The webinar begins at 2:00 p.m. EST on Thursday\, February 1\, 2024.

SUMMARY:IHS Consultation on Proposed $250 Million Opioid Response Supplemental Funding Request
DESCRIPTION:The Indian Health Service (IHS) has announced it is initiating consultation on President Biden’s domestic supplemental funding request\, which would provide $250 million to the IHS to address the ongoing opioid and fentanyl crises. The funding request has not been taken up by Congress yet\, but the IHS is holding consultation in order to efficiently allocate the funds if they are enacted. USET SPF stated our support for these supplemental funds in our testimony for the record for the Senate Committee on Indian Affairs’ (SCIA) hearing on fentanyl in Tribal communities. \nIHS will hold the consultation on February 1\, 2024 from 4:30 – 6:30 pm EST. Interested participants may join using this link. The IHS will accept written comments on this topic until March 4\, 2024. Additional information can be found in the Dear Tribal Leader Letter.

SUMMARY:DOT Navigator Webinar
DESCRIPTION:February 14 at 1:00 pm – 2:00 pm Eastern\nRegister \nUSDOT continues its popular DOT Navigator webinar series designed to help potential grant applicants and stakeholders develop strong proposals. Join them on February 14 at 1:00-2:00 p.m. ET to hear from Deputy Secretary Polly Trottenberg and other USDOT leaders on new electric vehicle grant opportunities and technical assistance resources. The strongest grant applications are for projects that can comfortably be completed within a program’s statutory deadlines. This webinar will explore the ways that DOT evaluates “Project Readiness” in grant applications\, and steps project sponsors can take to enable them to be well positioned to receive federal funding. This includes a spotlight on federal environmental and other transportation planning requirements. Staff from the Office of the Secretary will provide an overview of the basics of environmental reviews for electric vehicle (EV) charging projects\, resources to help streamline the process\, and a spotlight of key EV grant opportunities. They will discuss the National Environmental Policy Act (NEPA) Categorical Exclusion that DOT has formally borrowed from the Department of Energy\, the exemption from historical resource reviews under Section 106 of the National Historic Preservation Act\, and bundling Categorical Exclusion documentation. Finally\, Federal Transit Administration (FTA) staff will discuss the FY2024 Low or No Emission Grant Program that provides discretionary grant funding to state and local governmental authorities for the purchase or lease of zero-emission and low-emission transit buses as well as acquisition\, construction\, and leasing of required supporting facilities. Register here to attend the webinar!

SUMMARY:FCC Office Hours to submit challenges to National Broadband Map
DESCRIPTION:The need for accurate data showing where broadband service is\, and is not available\, has never been greater. The National Broadband Map provides information about the internet services available to individual locations across the country\, along with information about mobile coverage\, as reported by Internet Service Providers (ISPs) in the FCC’s ongoing Broadband Data Collection. Tribal governments\, ISPs\, consumers\, and other stakeholders can help verify the accuracy of the data shown on the map by filing challenges. \nTo assist Tribal entities with submitting challenges\, the FCC will host four Office Hours sessions throughout February. You may register to attend one or more of these sessions by emailing Tribal.Events@fcc.gov. \n\nTuesday February 6\, 2024\, 4-5:30 p.m. EST – Availability Challenges\nTuesday February 13\, 2024\, 4-5:30 p.m. EST – Fabric Location Challenges\nTuesday February 20\, 2024\, 4-5:30 p.m. EST – Availability Challenges\nTuesday February 27\, 2024\, 4-5:30 p.m. EST – Fabric Location Challenges\n\nFCC staff will offer tips and guidance on submitting each type of challenge and will be available to answer questions and offer hands-on support. \nThe linked “Starter Guides” provide step-by-step instructions for filing bulk challenges\, including links to other relevant resources. \n\nSubmitting Bulk Fixed Availability Challenge Data: https://www.fcc.gov/sites/default/files/Availabiltiy-Challenge-Starter-Kit.pdf\nSubmitting Bulk Fabric Location Challenge Data: https://www.fcc.gov/sites/default/files/Fabric-Challenge-Starter-Kit.pdf\n\nYou can learn more about the National Broadband Map and the FCC’s Broadband Data Collection by visiting:  www.fcc.gov/broadbanddata. SUMMARY:US Army Corps of Engineers Public Virtual Meeting on Rescinding Appendix C
DESCRIPTION:the US Army Corps of Engineers formally proposed rescinding Appendix C of its regulatory program and instead following the Advisory Council on Historic Preservation (ACHP)’s regulations for implementing the National Historic Preservation Act. You can view the proposal HERE. This would represent a big win for THPOs and Tribal Nations\, one that has been a long time coming. NATHPO has been working diligently with THPOs and allied organizations to advocate for this change. \nThe Corps of Engineers will be holding two virtual meetings to discuss this proposal\, one open to the public on February 22 and a second for Tribal Nations on March 21. The Zoom information for those sessions is below. Additionally\, comments on this proposal are due April 9\, 2024. NATHPO will be preparing a comment letter\, which we will share with you when it’s ready.
