SUMMARY:Consultation on Comprehensive Review of FCC's NEPA Rules
DESCRIPTION:Coinciding with the 25th Annual National Association of Tribal Historic Preservation Officers Conference\, the Federal Communications Commission (FCC) announces an in-person opportunity for federally-recognized Tribal Nations and Native Hawaiian Organizations (NHOs) to consult with Commission staff regarding potential changes to the FCC’s National Environmental Policy Act (NEPA) rules. FCC staff will be available to schedule one-on-one Tribal Consultation meetings at the Grand Sierra Resort and Casino in Reno\, Nev.\, on September 8-9\, 2025. \n\nLocation: Grand Sierra Resort and Casino\, 2500 E 2nd St\, Reno\, Nevada 89595\nDates:       September 8-9\, 2025 (Monday and Tuesday)\nRequest an In-Person Tribal Consultation:  Native@fcc.gov\n\nTribal consultation is in furtherance of the Commission’s government-to-government relationship as described in the Commission’s 2000 Tribal Policy Statement.  To reserve a time for a Tribal Consultation\, interested parties may submit a request to the Office of Native Affairs and Policy (ONAP) by sending an email to Native@fcc.gov.  On-site confirmation at the conference venue will also be available.  FCC staff will also be available throughout the conference to answer questions. \nBackground\nThe FCC adopted a Notice of Proposed Rulemaking (FCC 25-47) on August 7\, 2025\, under WTB Docket No. 25-217\, to take a fresh look at the Commission’s environmental rules to account for recent amendments to the National Environmental Policy Act (NEPA) under the 2023 Fiscal Responsibility Act (FRA).  In addition\, in January\, President Trump issued Executive Order (E.O.) 14154 titled “Unleashing American Energy\,” which called upon “all agencies [to] prioritize efficiency and certainty over any other objectives” in revising agency regulations implementing NEPA.  In light of the changes to the legal landscape and consistent with the objectives of that Executive Order\, the FCC seeks comment on how we should revise Commission rules to streamline the environmental review process\, promote efficiency\, and encourage deployment of infrastructure that results in more competition and technological innovation. \nThe FCC is also taking this opportunity to seek comment on whether there are parts of our environmental rules that are now unnecessary or outdated and should be deleted. Given the Commission’s environmental rules are entwined with our historic preservation rules\, we also seek comment on any impact to our National Historic Preservation Act (NHPA) framework and examine what rule changes\, if any\, might be appropriate. \nEarlier this summer\, on July 15\, 2025\, the Wireless Telecommunications Bureau (WTB) and the Consumer and Governmental Affairs Bureau’s (CGB) ONAP held an opportunity for federally-recognized Tribal Nations and NHOs to consult with Commission staff regarding NEPA and the Section 106 process of NHPA\, which included an overview of the CTIA Petition for Rulemaking (Docket No. RM-12003).  Comments received under Docket No. RM-12003 regarding changes proposed in the CTIA Petition will be transferred to Docket No. 25-217. \nEx Parte Requirements\nTribal Nations and NHOs\, like other interested parties\, should file comments\, reply comments\, and ex parte presentations in the public record in order to put facts and arguments before the Commission in a manner such that they may be relied upon in the decision-making process.  The Commission\, however\, will exempt ex parte presentations involving elected and appointed leaders\, and duly appointed representatives\, of federally-recognized Tribal Nations and NHOs from the disclosure requirements in permit-but-disclose proceedings (47 CFR § 1.1206) and the prohibitions on presentations during the Sunshine Agenda period (47 CFR § 1.1203).  Specifically\, presentations from elected and appointed leaders or duly appointed representatives of federally-recognized Tribal Nations or NHOs to Commission decision makers shall be exempt from disclosure.  To be clear\, while the Commission recognizes that consultation is critically important\, we emphasize that the Commission will rely in its decision-making only on those materials that are placed in the public record for this proceeding.

CDP training is completely funded for state\, local\, tribal and territorial emergency responders to include roundtrip airfare\, meals\, lodging\, tuition and any equipment required during training. \nThe training week was planned entirely by Tribal subject matter experts keeping Tribal Nations resilience response and planning at the forefront. There will be a feast and Opening Ceremonies Sunday to welcome visitors from across Indian Country. \nThe Training Week theme is “Protecting Traditions by Building Capabilities Through Partnerships”.\nTen training tracks for the week will provide the Tribal Nation attendees the skills needed for Tribal emergency management\, planning\, response\, and recovery. Training from medical to explosives awareness; instructor training to managing public information\, there is training available for all levels of Tribal government\, planning and response.\nUpon successful completion\, participants will be able to build more resiliency into Tribes across the country and receive training certifications. \nThere will be additional evening events including sessions with FEMA Regional Tribal Liaisons and FEMA Integrated Team Members\, Strategic National Stockpile Team information session\, an evening for networking to create a disaster compact for Tribal Nations CDP Alumni\, and an evening reserved for Tribal attendees to showcase their creativity and network.

SUMMARY:Child Victims and Child Witnesses’ Rights in Federal Court
DESCRIPTION:Unfortunately\, children are victims of physical and/or sexual abuse. If the crime occurred in Indian Country\, a National Park\, on a military base or other area where there is federal jurisdiction\, these young victims may be called to testify in federal court as victims and witnesses in a criminal case. The process can be intimidating or frightening for children. A federal statute\, 18 U.S.C. § 3509\, the Child Victims’ and Child Witnesses’ Rights statute\, provides protections for child witnesses during the investigation and during court proceedings. This webinar will address the protections provided in the Child Victims’ and Child Witnesses’ Rights statute\, the Crime Victims’ Rights Act and the Attorney General Guidelines for Victim and Witness Assistance. \nThis training is available to any interested federal\, state\, or tribal criminal justice or social service professional who works with child victims. There is no charge to attend this webinar. CLE will not be provided. \nThis training is a joint effort hosted by federal law enforcement agencies responding to violent crime in Indian Country. Tribes have managed timber lands and stewarded lands since time immemorial\, including the lands that exist on their present-day reservations and adjacent National Forests. Collaboration and partnership with Tribes are an integral component to management of National Forest lands. Tribal foresters bring essential experience and critical knowledge to sustainable forest management within their territories and their traditional homelands\, including adjacent National Forest lands. \n\n\n\nIntertribal Timber Council will work with Forest Service to provide available updates on implementation of EO14225\, partnership opportunities between Tribes and Forest Service\, the Explore Act\, and any relevant updates relating to implementation of Secretarial Memo 1078-015. The listening session will be an opportunity to discuss Tribal priorities with respect to Forest Service implementation of administration directives\, identify questions Tribes may have\, and foster communication between Tribes and Forest Service in advance of upcoming UDSA planned consultation sessions. \n\n\n\nTribal leaders\, foresters and tribal forestry staff and their partners are encouraged to attend this virtual listening session. This session is intended for Tribes to share their priorities\, interests and questions with Forest service to discuss opportunities for cross-jurisdictional partnership (including shared stewardship) addressing workforce capacity\, timber industry infrastructure and sustainable forest management. SUMMARY:EDA Tribal Consultation
DESCRIPTION:Dear Tribal Leaders\,    The Economic Development Administration (EDA) will host a Tribal Consultation on September 25\, 2025. In hosting this Tribal Consultation\, EDA aims to advance federal trust responsibilities and treaty obligations to Tribal Nations\, as well its responsibilities pursuant to EDA’s reauthorization in the Thomas R. Carper Water Resources Development Act of 20241 and Executive Order 13175\, Consultation and Coordination with Indian Tribal Governments (November 6\, 2000). \n\n\n\nPurpose of Consultation\n\n\n\nEDA works with Tribal Nations to help advance their visions for economic opportunity. As required by EDA’s reauthorizing statute\, EDA is seeking input regarding the development of an EDA Tribal Economic Development Strategy (“Strategic Plan”).2 The Strategic Plan will define priorities and serve as a shared roadmap for tackling critical areas of improvement and strengthening EDA’s stewardship of public funds. \n\n\n\nAdditionally\, EDA seeks to engage Tribal Nations and communities to better understand and access programs that support economic development in Tribal communities by connecting with Indian Tribes\, Tribal leaders\, Tribal businesses\, and citizens in Tribal communities. \n\n\n\nInformation on Consultation\n\n\n\nEDA hopes to consult with Tribal Leaders or their direct proxies. Reporting obligations\, standards for making a report\, consequences for failing to report\, and confidentiality of reports will be discussed. This session will be a combination of substantive lecture and interactive scenarios. \n\n\n\nThis training is available to any interested federal\, state\, or tribal criminal justice or social service professional who works with children in Indian country. There is no charge to attend this webinar. CLE will not be provided. \n\n\n\nThis training is a joint effort hosted by federal law enforcement agencies responding to violent crime in Indian Country.
