DESCRIPTION:Dear Tribal Leader: \nThe Administration on Children\, Youth and Families (ACYF) and the Children’s Bureau (CB) within the Administration for Children and Families (ACF) recognize the central role that Tribal Nations play in the care and protection of children and families. To advance our collaborative efforts to that end\, we extend an invitation to participate in formal tribal consultation on the “Supporting America’s Children and Families Act\,” (Public Law 118-258)\, which reauthorized Title IV-B of the Social Security Act (Act). \nConsultation will focus on the changes to title IV-B of the Act\, listed in detail in attached documents\, and how they may impact Tribes. In summary\, the focus areas are the Indian Child Welfare Act\, title IV-B funding for child welfare agencies\, the Court Improvement Program and remote hearings\, and the Prevention Services Clearinghouse. \nWe are soliciting your input as we value your perspectives and experiences\, which are crucial as we work together to implement the Act. DESCRIPTION:This HUD Office of Native American Programs (ONAP)-sponsored training equips Tribal Leaders\, Tribally Designated Housing Entity (TDHE) staff\, housing professionals\, and community members with the knowledge to manage the conveyance of paid-off housing units under the Indian Housing Block Grant (IHBG) program\, as mandated by the Native American Housing Assistance and Self-Determination Act (NAHASDA) and HUD regulations (24 CFR Part 1000)\, by educating participants on HUD’s conveyance requirements and compliance\, outlining the step-by-step process for transferring units to homeowners\, defining roles for TDHE staff\, Tribal Leaders\, and homeowners\, providing guidance on post-conveyance homeowner responsibilities such as property maintenance and financial literacy\, and sharing best practices and solutions to common challenges\, with key content covering the legal framework and documentation (e.g.\, deeds\, title transfers\, environmental reviews)\, practical steps for verifying unit payoff and ensuring compliance with tribal policies\, case studies of successful conveyances in tribal communities\, and resources for homeowner education\, including HUD’s housing counseling services; the training is offered virtually\, free of charge\, with registration via the National American Indian Housing Council (NAIHC) or HUD’s CodeTalk portal\, and post-training support is available through Area ONAP offices\, targeting Tribal Leaders\, TDHE staff\, housing professionals\, and homeowners involved in IHBG-funded housing programs\, ultimately enabling participants to execute compliant\, efficient\, and equitable conveyances to foster homeownership and tribal self-determination\, with further information available through local Area ONAP offices or at www.hud.gov/codetalk.
