SUMMARY:Violent Online Networks and Sadistic Online Exploitation: An Emerging Online Threat to Youth
DESCRIPTION:Violent online networks are increasingly targeting vulnerable children and youth\, coercing them into producing and sharing graphic content including gore\, animal cruelty\, self-harm\, violence\, and in some cases child sexual abuse material.This webinar equips professionals with critical insight into this emerging threat\, specifically those working within and amongst our Indian Country vulnerable victims. This will also include offender dynamics\, victim vulnerability\, unique challenges\, impacts on victims\, forensic interviewing considerations\, and strategies for addressing secondary traumatic stress for Multidisciplinary Team members working these cases all through the lenses of the unique considerations for IC professionals.The FBI is actively combatting Violent Online Networks (VON). These groups often promote sadistic online exploitation (SOE) and Nihilistic Violent Extremism (NVE). Members of these violent online networks methodically target the most vulnerable individuals and coerce them into producing violent and/or sexually explicit material. The FBI partners with organizations like the National Center for Missing and Exploited Children (NCMEC) and various international task forces to investigate these crimes and prosecute offenders. The FBI has reported opening investigations into more than 350 individuals affiliated with VON associated predators who befriend minors or other vulnerable people and coerce them to create sexually explicit material and commit acts such as harming themselves or animals. All 56 FBI field offices have investigations into these violent networks with some investigations impacting Tribal communities. During this webinar\, participants will learn about the increase in FBI reports of technology-facilitated victimization by violent VON groups\, the unique characteristics of the cases and related considerations for forensic interviews\, and strategies for addressing secondary traumatic stress for Multidisciplinary Teams providing services in these cases.This webinar is available to all federal\, state\, and tribal criminal justice and social services personnel as well as Tribal leaders and interested community stakeholders. There is no charge to attend the webinar. CLE will not be provided. \n\n\n\nThis training is a joint effort hosted by federal law enforcement agencies responding to violent crime in Indian Country. DESCRIPTION:Dear Tribal Leader: \n\n\n\nI write to invite you to the 28th U.S. Department of Health and Human Services (HHS) Annual Tribal Budget Consultation (ATBC)\,which will take place in-person on April 21-22\, 2026\,at the Hubert H. Humphrey Building at 200 Independence Avenue\, SW\, Washington\, DC. Tribes are once again invited to register for one-on-one consultations in conjunction with the ATBC.  \n\n\n\nThe ATBC will provide a forum for tribes to collectively share their views and priorities with HHS officials on national health and human services funding priorities and make recommendations for the Department’s FY 2028 budget request. We hope the consultation will provide a venue for a two-way conversation between tribal leaders and HHS officials on program issues and concerns that will lead to recommendations for action. The components of this year’s consultation are as follows: \n\n\n\nVirtual ATBC Planning Sessions with Tribal LeadersMarch 18 and April 1\, 2026  \n\n\n\nAs in previous years\, HHS will continue to work with you to improve the consultation process.  The Department understands the importance of hearing from tribes on national and regional issues\, as well as tribal-specific concerns. \n\n\n\nHHS will host two planning sessions to prepare for the consultation. The first session will provide an overview of HHS and its Operating Divisions. This informative session will be particularly beneficial for tribal leaders and staff that are new to HHS or who would like a refresher on the Department and its budget process. More information about the agendas for these sessions is forthcoming. \n\n\n\n28th HHS Annual Tribal Budget Consultation in Washington\, DCApril 21-22\, 2026  \n\n\n\nThe Annual Tribal Budget Consultation provides a forum for HHS leadership and financial officers to consult with tribal leaders on funding and policy priorities for the Department budget. This year’s consultation will focus on identifying tribal funding and policy priorities for the FY 2028 budget. HHS will identify specific issues for consultation in collaboration with tribes during the planning calls scheduled for March and April. These issues will be sent to tribal leaders prior to the ATBC so that you can prepare your thoughts\, ideas\, and recommendations. If you plan to attend the ATBC in-person one or both days at the Hubert H. Humphrey Building\, please register here. \n\n\n\nThe Annual Tribal Budget Consultation also includes the opportunity for interested tribes to meet one-on-one with HHS Divisions to discuss tribal-specific priorities. These 30-minute sessions will be held in private meeting spaces within the Hubert H. Humphrey Building. Various HHS agencies will be available to listen and contribute to the conversation. What key factors have shaped your data-sharing journey?\n\n\n\nWhat engagement practices have been helpful when state and local health departments request or use data involving tribal communities?\n\n\n\nWhich tribal governance or decision-making processes (e.g.\, consultation\, approval\, IRB review\, tribal council involvement\, TEC coordination) should be recognized when requesting or sharing data?\n\n\n\nUnder what circumstances might tribes or TECs choose not to participate in a data-sharing arrangement\, and what approaches support respectful communication in those situations?
