To register for this tribal consultation please visit this link. \nRegistrants will be sent the meeting information with a Zoom link. \n  \nWritten Comments: \nTo submit written comments in advance of the meeting\, please contact the Technological Hazards Division\, Policy Section by email at femathdpolicy@fema.dhs.gov or through the FEMA Regional Tribal Liaisons on or before July 26\, 2024 . \n\nBackground\n\nThe REP Program coordinates the national effort to provide state\, local\, and tribal governments with relevant and executable planning\, training\, and exercise guidance and policies necessary to ensure that adequate capabilities exist to prevent\, protect against\, mitigate the effects of\, respond to\, and recover from incidents involving commercial nuclear power facilities.  Information on the REP Program is currently found in regulation at 44 Code of Federal Regulation (CFR) parts 350-354 and in FEMA’s REP Program Manual. \n  \nFEMA is interested in gathering additional feedback from Tribal Nations on: \n\nImproving the program’s regulations\, policies\, and/or procedures to better address Tribal Nation needs;\nPartnering with Tribal Nationals located within the plume exposure pathway (~0-10 miles) and ingestion exposure pathway (~0-50 miles) emergency planning zones;\nSpecific considerations for tribal lands;\nSignificant barriers that potential Tribal Nation REP Program participants face in accessing and leveraging Federal resources and how FEMA and other Federal agencies can assist in overcoming those barriers to make the Program more equitable; and\nAny REP Program training and/or technical assistance that Tribal Nations are interested in receiving from FEMA.\n\n  \nAttached is the Tribal Leader notification letter and framing paper. OASH is soliciting feedback and recommendations from Tribal leaders and Tribal health professionals about actions HHS can take to support Tribal efforts to reduce the number of syphilis and congenital syphilis cases among American Indian and Alaska Native populations. DESCRIPTION:August 27 at 12:00 pm – 1:00 pm Eastern\nRegister in advance \nAugust 29 at 12:00 pm – 1:00 pm Eastern\nRegister in advance \nThe Office of Assistant Secretary – Indian Affairs (AS-IA)\, Office of Facilities\, Property\, and Safety Management (OFPSM)\, Division of Facility Management and Construction (DFMC)\, will be conducting two virtual consultation sessions seeking Tribal oral and written comments and input to a new facilities Operation and Maintenance (O&M) funding formula for how the Federal Government requests O&M funds. \nPer the Department of the Interior’s Federal Real Property Profile (FRPP)\, O&M funds the following: \nOperations\, which is defined as the costs for services related to the normal performance of functions for which the facility is used (include contracted services when applicable but exclude Federal personnel costs). Examples include but are not limited to utilities\, cleaning/janitorial\, roads/grounds\, and actual operations costs. All services include personnel\, equipment and supplies. \nMaintenance\, which is defined as the recurring annualized costs for planned activities needed to maintain an asset’s functionality and capacity over its expected life. This includes but is not limited to planned and scheduled activities such as inspections\, preventive maintenance\, refinishing\, painting\, weatherproofing\, and parts replacement. This also includes costs for contracted maintenance services and other expenses and supplies required to perform recurring activities to maintain the asset. Actual repair expenditures are included in the annual maintenance costs. Included are costs for personnel\, supplies\, and materials. \nThe current allocation formula for O&M funding as implemented in 1990 was based on having access to a comprehensive asset inventory with component level costing. This approach relies on having granular\, current\, and accurate data maintained by each individual site for each building. \nThe DFMC would like to stream-line and make transparent calculating O&M allocations\, which includes data that is readily available in the Indian Affairs – Facility Management System (IAFMS)\, which is currently Maximo. \nDuring these Tribal Consultations\, DFMC is requesting your input on what considerations you think should be included in a formula to calculate total O&M needs that will support annual budget requests. DESCRIPTION:August 27 at 12:00 pm – 1:00 pm Eastern\nRegister in advance \nAugust 29 at 12:00 pm – 1:00 pm Eastern\nRegister in advance \nThe Office of Assistant Secretary – Indian Affairs (AS-IA)\, Office of Facilities\, Property\, and Safety Management (OFPSM)\, Division of Facility Management and Construction (DFMC)\, will be conducting two virtual consultation sessions seeking Tribal oral and written comments and input to a new facilities Operation and Maintenance (O&M) funding formula for how the Federal Government requests O&M funds. \nPer the Department of the Interior’s Federal Real Property Profile (FRPP)\, O&M funds the following: \nOperations\, which is defined as the costs for services related to the normal performance of functions for which the facility is used (include contracted services when applicable but exclude Federal personnel costs). Examples include but are not limited to utilities\, cleaning/janitorial\, roads/grounds\, and actual operations costs. All services include personnel\, equipment and supplies. \nMaintenance\, which is defined as the recurring annualized costs for planned activities needed to maintain an asset’s functionality and capacity over its expected life. This includes but is not limited to planned and scheduled activities such as inspections\, preventive maintenance\, refinishing\, painting\, weatherproofing\, and parts replacement. This also includes costs for contracted maintenance services and other expenses and supplies required to perform recurring activities to maintain the asset. Actual repair expenditures are included in the annual maintenance costs. Included are costs for personnel\, supplies\, and materials. \nThe current allocation formula for O&M funding as implemented in 1990 was based on having access to a comprehensive asset inventory with component level costing. This approach relies on having granular\, current\, and accurate data maintained by each individual site for each building. \nThe DFMC would like to stream-line and make transparent calculating O&M allocations\, which includes data that is readily available in the Indian Affairs – Facility Management System (IAFMS)\, which is currently Maximo. \nDuring these Tribal Consultations\, DFMC is requesting your input on what considerations you think should be included in a formula to calculate total O&M needs that will support annual budget requests.
