SUMMARY:HHS/IHS Tribal Consultation on CSC
DESCRIPTION:Dear Tribal Leader Letter \nSeptember 25 at 1:00 pm – 5:00 pm Eastern\nRegister\nLocation: Virtual \nSeptember 26 at 9:30 am – 12:30 pm Central\nRegister\nLocation: Dallas\, Texas \nOctober 1 at 9:30 am – 12:30 pm Eastern\nRegister\nLocation: Washington\, DC \nOctober 3 at 9:30 am – 12:30 pm Pacific\nRegister\nLocation: Seattle\, Washington \nOctober 9 at 1:00 pm – 5:00 pm Eastern\nRegister\nLocation: Virtual \nPlease email your written comments and recommendations for this Tribal Consultation to\nconsultation@ihs.gov. Use the SUBJECT LINE: CSC Methodology for Program Income.\nThe deadline for transmitting written comments for this Tribal Consultation is\nFriday\, October 11\, 2024. \nOver the past 60 days\, the Contract Support Cost Advisory Group (CSCAG)\, made up of Federal\nand Tribal members met three times\, to discuss needed changes to the existing funding\nmethodology to address the calculation of CSC on expenditures of program income. The\nCSCAG’s charge includes providing advice and recommendations on the Indian Health Service\n(IHS) CSC policy\, as well as identifying priorities and issues for improvement. \nThe principles that have been agreed upon by CSCAG members are to take an approach with the\nbroadest applicability\, which aligns as much as feasible with the current CSC policy. During this\ntimeframe\, CSCAG members identified a few areas of agreement\, as well as a few areas for\nadditional discussion. Overall\, there remains a considerable amount of work to be accomplished\nby the CSCAG and IHS staff to implement a modified methodology. \nThe IHS is requesting input from all Tribal Leaders\, as the implementation of a modified\nmethodology to negotiate and pay CSC on expenditures of program income can have broad\nbudgetary implications for Tribes that receive direct services\, as well as compacting and\ncontracting Tribal Nations. \nDuring this Tribal Consultation\, they plan to convene three in-person Consultation sessions and\ntwo virtual Consultation sessions to allow multiple opportunities to provide feedback on the\nAgency’s proposals to calculate CSC related to expenditures of program income. Details about\nthe Consultation sessions are provided in the Dear Tribal Leader Letter. \nThroughout the CSCAG’s discussions\, there were a few recurring topics of particular interest to\nthis Tribal Consultation. The IHS invites your recommendations and feedback broadly on the\nexpansion of the CSC policy\, as well as the necessary changes required to implement CSC\ncalculations on expenditures of program income. \nDue to the variability of how T/TOs collect program income expenditure data\, the IHS is seeking\nyour recommendations on how to estimate initial amounts\, as well as reconcile CSC annually.

SUMMARY:CANCELED: 2024 USET/USET SPF Annual Meeting
DESCRIPTION:UPDATE (10/05/2024): \nAs part of the planning for the 2024 USET & USET SPF Annual Meeting\, we have been monitoring Hurricane Kirk and Hurricane Milton. \nWhile Hurricane Kirk appears to no longer hold any potential for concern\, the most recent weather prediction has Hurricane Milton coming on shore as a category 2 by the latter part of our meeting. With any storm\, it could weaken or intensify\, but it is only a best guess forecast at this time. \nHowever\, throughout the day today\, we have been notified by several of our members and attendees that they are pulling the plug on sending staff out of concern for the safety of their staff should the storm materialize or worsen. \nBased on the possibility of Hurricane Milton becoming a storm of concern\, the desire to take related precautionary and preventive measures\, and the attendance cancellation notices that we have already received\, we have made the difficult decision to cancel the 2024 USET and USET SPF Annual Board of Directors Meeting. \nWhile we are still working through the logistical details of this cancellation\, including the likelihood of a single day virtual Board meeting\, we will follow up with further information regarding registration and other related matters. We wanted to communicate this decision as promptly as possible to assist you in adjusting your travel plans to Seminole. \nThank you for your understanding. \nFor those that may have registered for the USET Scholarship Fund golf tournament\, and have already arrived\, you should have already received communication that the golf tournament will be held tomorrow as scheduled. The cancellation of the USET/ USET SPF Annual meeting does not affect this decision. Please enjoy your outing. \nEvery individual is responsible for canceling their hotel reservations to keep from incurring any fees.\n(866) 502-7529 \n  \n \n  \n\n2024 USET/USET SPF Board of Directors Annual Meeting\nOn the sovereign territory of the Seminole Tribe of Florida\nOctober 7-9\, 2024\nHosted by the Seminole Tribe of Florida\n \nREMINDER: Dissimilar to many other Tribal/Native organizational meetings and conferences held across Indian Country\, the USET/USET SPF Impact Week and Annual Meetings are Board of Directors meeting convenings and not open for general public registration.
