The first webinar\, “Managing Your Water and/or Wastewater System into the Future: Assessing Utility Financial Health\,” will be held on August 17 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern and the second webinar\, “Managing Your System into the Future: Rate Setting\,” will be held on August 24 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern. \nThe speaker for these webinars is Dr. Ahmed Rachid El-Khattabi. He is the Associate Director of the Environmental Finance Center (EFC) at the University of North Carolina at Chapel Hill. His background is in applied economics and urban planning. He earned his Ph.D. in 2020 from the Department of City and Regional Planning at the University of North Carolina at Chapel Hill. Dr. El-Khattabi’s expertise is in policy-oriented quantitative research and data management. His research focuses on issues at the intersection of economic development and environmental planning with a particular focus on urban water management. Prior to joining EFC\, he was an ORISE Postdoctoral Fellow then an Economist in the Water Economics Center at the US Environmental Protection Agency\, Office of Water. At EPA\, he co-developed an environmental justice batch screening tool (EJSCREENbatch)\, contributed to the development of support tools for regulatory benefits analyses\, and conducted research to support national rulemaking related to Waters of the United States. \n\nManaging Your Water and/or Wastewater System into the Future: Assessing Utility Financial Health \nWhen: August 17 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern \nWho should attend: Tribal Leaders\, Tribal Utility Board members\, Utility Managers\, Tribal Infrastructure and Planning Directors\, Financial Directors \nWhat: This session will discuss how to think about a water and/or wastewater system as a financial entity and will examine the key financial indicators that allow these systems to make informed decisions in planning and investment. Specifically\, this session will cover operating ratios\, debt service coverage ratios\, and other financial metrics that may be influential in assessment of long-term financial sustainability and introduce a financial health checkup tool that can be used to compare a utility fund’s actual performance against desired goals. \n\n  \nManaging Your System into the Future: Rate Setting \nWhen: August 24 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern \nWho should attend: Tribal Leaders\, Tribal Utility Board members\, Utility Managers\, Tribal Infrastructure and\nPlanning Directors\, Financial Directors \nWhat: This session will present the basics of rate structure design\, and how these structures may affect revenue generation\, help or hinder various utility objectives\, and potentially support affordability initiatives. The Summit is structured to produce Tribally-driven policy recommendations\, including systemic changes. Each day will open with a plenary session with Congressional representatives\, federal leadership\, Tribal leaders\, community members\, and policy experts. Breakouts will be organized around four tracks: prevention; care & support services; data; and\, law and justice. The first day will focus on Tribal opioid/fentanyl issues\, challenges and problems; the second day on Tribal best practices\, social determinants of health\, and law enforcement jurisdiction; and the third day will focus on Tribal policy recommendations. \nArea caucuses\, youth breakouts\, and support for elders\, healers and knowledge keepers will be available throughout the Summit. A memorable Northwest Cultural Night is planned for all participants. This past June\, the Department of the Treasury and IRS released proposed guidance for the IRA’s Direct Pay provisions. \nOn August 22nd from 2pm to 3:00pm Eastern Time\, NAFOA is excited to team-up with the Department of the Treasury and key policy makers in the Senate to bring you an informative webinar on the IRA’s Direct Pay provisions. \nWith introductions by Treasurer of the United States Chief Lynn Malerba and IRA Chief Implementation Officer Laurel Blatchford\, this webinar will focus on how tribes can access this new opportunity\, hear first-hand from the Department about the availability of the Direct Pay tax credits\, what they can be used for\, and what kind of technical assistance is available to tribes.

DESCRIPTION:The two-day virtual IHP/APR course will equip participants with a comprehensive overview of the statutory and regulatory requirements involved in developing and submitting Indian Housing Plans and Annual Performance Reports. The course will provide an in-depth analysis of the eligible activities permitted under NAHASDA\, as well as how a TDHE should plan for and gather data to be included in their IHPs. Participants will also gain familiarity with the HUD IHP/APR forms and learn how to complete and submit them through EPIC or GEMS. The first webinar\, “Managing Your Water and/or Wastewater System into the Future: Assessing Utility Financial Health\,” will be held on August 17 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern and the second webinar\, “Managing Your System into the Future: Rate Setting\,” will be held on August 24 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern. \nThe speaker for these webinars is Dr. Ahmed Rachid El-Khattabi. He is the Associate Director of the Environmental Finance Center (EFC) at the University of North Carolina at Chapel Hill. His background is in applied economics and urban planning. He earned his Ph.D. in 2020 from the Department of City and Regional Planning at the University of North Carolina at Chapel Hill. Dr. El-Khattabi’s expertise is in policy-oriented quantitative research and data management. His research focuses on issues at the intersection of economic development and environmental planning with a particular focus on urban water management. Prior to joining EFC\, he was an ORISE Postdoctoral Fellow then an Economist in the Water Economics Center at the US Environmental Protection Agency\, Office of Water. DESCRIPTION:August 29 at 2:00 pm – 3:30 pm Eastern\nRegister \nRegistration deadline: August 25\, 2023 \nApplicants will receive notice of their application status by August 28\, 2023 \nIn this presentation\, participants will learn about the Guidance for Federal Departments and Agencies on Indigenous Knowledge issued by the White House on November 30\, 2022. See https://www.whitehouse.gov/wp-content/uploads/2022/12/OSTP-CEQ-IK-Guidance.pdf.  The guidance offers support for federal departments and agencies in recognizing and including Indigenous Knowledge in research\, policy and other decision making.  Tribal knowledge of this guidance is important to make certain that their work with the federal government agencies requires acknowledgment of these principles.  \n In addition\, participants will learn about promoting\, evaluating and sustaining Tribal-based practices in their work.  Tribes and their citizens have utilized culturally specific practices which reduce risk factors and increase protective factors for a wide variety of behavioral and health problems for hundreds of years.   \n Presenters will be: Delight Satter (Confederated Tribes of Grand Ronde)\, Senior Health Scientist\, Office of the Director\, National Center for STLT Public Health Infrastructure and Workforce at the Centers for Disease Control & Prevention\, and Caroline Cruz (Confederated Tribes of Warm Springs)\, Health and Human Services General Manager for the Confederated Tribes of Warm Springs and one of the main authors for Oregon Tribal Based Practices. \n This webinar is available to all federal\, state\, local and Tribal juvenile justice and social service professionals\, as well as those interested in understand more about Indigenous Knowledge and Tribal-based practices.
