DESCRIPTION:HHS Tribal Consultation on New Strategy for Tribes to Access the Strategic National Stockpile \n On January 21\, 2021\, President Biden issued Executive Order 14001 on a Sustainable Public Health Supply Chain\, which directs actions to secure supplies necessary for responding to the COVID-19 pandemic as well as future public health emergencies.  In response\, a working group led by the HHS Administration for Strategic Preparedness and Response (ASPR) reviewed recommendations received during Tribal Consultation in the fall of 2021 to develop the attached draft plan (Link EO 14001 pdf). As part of this new round of Tribal consultation (link DTLL)\, Tribal leaders are invited to a virtual consultation on March 20\, 2023\, at 2:00pm – 4:00pm ET. DESCRIPTION:Southeast Tribal Emergency Management Planning Workshop\npresented by \nUnited South and Eastern Tribes (USET) Office of Environmental Resource Management (OERM) and\nthe U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) \n  \nWhat: USET would like to invite you and your staff to attend the Southeast Tribal Emergency Management Planning Workshop. The USET Climate Change Program and the USDA APHIS have partnered up to offer a regionally focused workshop that will introduce federally recognized Tribal Nations to USDA APHIS programs and opportunities. The workshop will focus on presentations and regional Tribal case study examples related to Emergency Response Planning Documents (ERPs). APHIS subject matter experts will also utilize interactive learning sessions to discuss regionally prioritized issues and concerns of animal and plant health. \nUSET will follow Center for Disease Control and Prevention (CDC)\, Tribal\, federal\, and state public health guidelines and updates regarding COVID-19. The objective of IP-CAN is to support the leadership of Indigenous Peoples in their conservation\, restoration\, and sustainable management efforts in terrestrial (including inland waters)\, coastal\, and ocean ecosystems. They intend this to be a global consultation that is Indigenous-led and responsive to input. \nThe triple planetary crisis of climate change\, biodiversity loss\, and pollution are having a profound impact on Indigenous Peoples world-wide. As stewards of much of the world’s natural resources\, the participation\, empowerment\, and protection of the rights of Indigenous Peoples worldwide are critical to global efforts to address these crises. Indigenous knowledge\, customary practices\, and traditions have a key role to play in designing solutions\, and must be respected\, valued\, and protected. The United States seeks to play a leadership role in promoting the rights and empowerment of Indigenous Peoples’ world-wide. The U.S. Department of State along with their interagency partners are proposing a global Indigenous Peoples Conservation Advisory Network that will support Indigenous Peoples as critical partners in addressing these global challenges. In response\, HHS initiated Tribal Consultation\, holding six virtual regional Tribal\nConsultations: \n\nHHS Regions 1\, 2\, 3\, and 4 on March 22\, 2021\nHHS Region 5 on March 22\, 2021\nHHS Region 7 and 8 on March 23\, 2021\nHHS Region 6 on March 24\, 2021\nHHS Region 9 on March 24\, 2021\nHHS Region 10 on March 25\, 2021\n\nHHS also received over fifty written comments and recommendations to update the current HHS Tribal Consultation Policy. HHS takes its responsibility to consult with tribal governments seriously and has been working in partnership with tribal leaders on the Secretary’s Tribal Advisory Committee (STAC) to incorporate tribal recommendations into an updated HHS Tribal Consultation Policy. SUMMARY:Revised Definition of “Waters of the United States” (2023 Rule)
DESCRIPTION:Dear Tribal Partners\, \nThe U.S. Environmental Protection Agency (EPA) and the Department of the Army (Army) published the final “Revised Definition of ‘Waters of the United States’” rule in the Federal Register on January 18\, 2023; the rule will become effective on March 20\, 2023. The agencies developed this rule with consideration of the relevant provisions of the Clean Water Act and the statute as a whole\, relevant Supreme Court case law\, and the agencies’ technical expertise after more than 45 years of implementing the longstanding pre-2015 “waters of the United States” framework. This rule also considers the best available science and extensive public comment to establish a definition of “waters of the United States” that supports public health\, environmental protection\, agricultural activity\, and economic growth. \nEPA and Army are hosting a series of webinars in March and April specifically for Tribes and States to learn about the final rule and implementation considerations. The agencies will first present an overview webinar and will then present three additional webinars on topics of specific interest to Tribes and States. Participants will have the opportunity to submit questions before each topical webinar\, and the agencies will use those questions to inform development of the presentations. \nAll webinars will be held from 2-3:30 p.m. ET and include time for questions and answers. Please submit questions in advance to wotus-outreach@epa.gov. Questions must be received at least one week in advance of the webinar to be considered. \nTribal and State officials can register for individual webinars listed below. DESCRIPTION:If you missed this workshop\, held in March 2023\, feel free to watch the recordings and learn more about the resources below. \nThis virtual workshop was a collaboration between the US Forest Service-Southern Region\, Southeast Climate Adaptation Science Center\, South Central Climate Adaptation Science Center\, and the USET Climate Change Program. On the first day\, we provided an interactive introduction to global climate models and how they may be useful for decision-making. DESCRIPTION:United South and Eastern Tribes\, Inc. would like to announce the 2023 Reclaiming Native Psychological Brilliance: Wise Practices\, a Tribal Behavioral Health ECHO Clinic. Native Psychological Brilliance refers to the intelligence\, strengths\, balance\, innate resources\, and resilience of Native people. This no-cost telehealth series will be held throughout 2023 on the fourth Tuesday of every month at 1:00 pm Central/2:00 pm Eastern. Each session will be one hour in length. \nWho should attend? Tribal Nation health directors\, clinic staff\, counselors\, social workers\, physicians\, nurses\, Tribal Epidemiology Center staff\, and anyone supporting Tribal Nation citizens through the health/behavioral health sector are welcome to join. \nThe one-hour Reclaiming Native Psychological Brilliance virtual series will provide an opportunity for participants to: \n\nGain skills on strength-based approaches in partnership with Native People to enhance Native behavioral health\, and\nDiscuss ways that Native brilliance is demonstrated and supports behavioral health\, and\nLearn about Native brilliance examples to share with behavioral health and other health care staff\, as well as with local Tribal Nation citizens\n\nThe concept of Native psychological brilliance will be celebrated through Native music videos and Native spoken word performances as part of each session of the Reclaiming Native Psychological Brilliance series. \nContinuing education credits will be provided. \nRegister in advance for the session. \nFor questions\, please contact Bryan Hendrix\, USET THPS Quality Improvement Analyst\, at bhendrix@usetinc.org.

Today\, we are announcing the following updates to the USET sponsored meeting COVID protocols: \nUSET/USET SPF Sponsored Meetings \n\nUp to date* vaccinated attendees will not be required to mask and can fully engage without restrictions. Vaccinated attendees will provide proof of up-to-date status via self-attestation. Daily testing is strongly encouraged.\nUnvaccinated attendees\, or attendees not up to date\, will be allowed to attend\, but will be required to:\n\n\nWear a KN-95 or N-95 mask\, or\nTest negative within 24 hours of the event AND also test negative daily\, if the meeting is for extended days\n\nAs part of our public heath authority responsibilities\, we will continue to provide education\, offer PPE\, rapid tests\, and continue to strongly encourage best practices. Additionally\, for USET/USET SPF meetings hosted by member Tribal Nations\, we will continue to comply with the COVID protocols that each set for their respective nation.
