This program was developed to help schools and child-care facilities to implement a voluntary program for reducing lead in drinking water. \nOur Lead Testing program promotes voluntary training\, testing of drinking water for lead\, and taking corrective action if problems are identified. SUMMARY:IHS Tribal Consultation on Updated Draft of the IHS Tribal Consultation Policy
DESCRIPTION:August 9 at 12:00 pm – 2:00 pm Eastern\nRegister \nThe IHS Director’s Advisory Workgroup on Tribal Consultation (Consultation Workgroup) met in June to review feedback from prior Tribal consultations on this topic and discuss pending items. The Consultation Workgroup achieved consensus on the decision to align the IHS TCP with both the Executive Order (EO) 13175\, Presidential Memorandum on Tribal Consultation and Strengthening Nation-to-Nation Relationships\, and the  Presidential Memorandum on Uniform Standards for Tribal Consultation. The Workgroup also agreed to align the IHS TCP with the Department of Health and Human Services (HHS) Tribal Consultation Policy. Many of the most recent updates to the IHS TCP\, as seen in the redline\, sought to align it with the above documents. \nThe upcoming Tribal consultation seeks to gather input on the IHS TCP as a whole\, as well as on a point where the Consultation Workgroup did not achieve consensus. The Consultation Workgroup failed to reach consensus on how to respond to the Congressional mandate that federal agencies consult with Alaska Native Corporations (ANCs.) The IHS is seeking input on whether to include ANCs in the IHS TCP or create a separate policy for consulting with ANCs. In 2021\, USET SPF commented to IHS during a previous consultation on the IHS TCP in accordance with the Biden Administration’s directive that all federal agencies update their TCPs. In our comments\, USET SPF maintained our position that the consultative relationship is between Tribal Nations and the federal government only\, in recognition of our Nation-to-Nation\, sovereign-to-sovereign diplomatic relationship. Federal agencies and programs should not consult on a nation-to-nation basis with non-governmental entities\, such as ANCs. While we acknowledge that there are occasions when the input of ANCs should be considered\, USET SPF asserts that this should not be done through consultation\, which is reserved for sovereign Tribal Nations\, but rather through a “confer” process. \nMore information on this consultation\, including the question IHS provided for consideration and both the clean and redlined versions of the IHS TCP\, can be found in the Dear Tribal Leader Letter.

This $200 million grant program will support economic revitalization in distressed communities across the country. The program targets areas where prime-age employment significantly trails the national average\, with the goal to close this gap through flexible\, bottom-up investments. EDA will deploy funding through a two-phase competition. DESCRIPTION:August 14 at 2:00 pm Eastern\nRegister \nNIHB’s FY 2024 Analysis\nPartner Letter on CSC and 105(l)\nSchedule with Congress in 4 Easy Steps \n  \nWhat Happened: \nThe House and Senate have each released their annual appropriations bills for the Indian Health Service (IHS) and other HHS accounts. The outlook on spending for FY 2024 is a tightening belt\, with very low chances of breakout changes\, including the addition of more funding for IHS. This fall\, The National Indian Health Board (NIHB) will be advocating to oppose IHS rescissions\, expand advance appropriations to all IHS accounts\, and reclassify CSC and 105(l) mandatory payments as mandatory spending. Outreach to Congressional members back in their district during August recess and maintaining pressure into the fall will be critical to maximizing Tribal program investment.  \n What Does it Mean: \nNow that the House and Senate have both released their 2024 spending bills\, lines have been drawn for negotiations between chambers that will take place in the fall. With zero of the twelve regular appropriations bills receiving a floor vote before August recess\, the chances of a Continuing Resolution on October 1 are very high. \nMost experts consider the real deadline to be December 31\, based on a newly enacted provision in the Fiscal Responsibility Act of 2023 that forces an automatic 1% reduction to defense and non-defense spending if a full-year spending deal has not been reached. If there is no deal on January 1\, then tribal program accounts\, including accounts provided advance appropriations will be negatively affected.  \n How to get involved: \nJoin NIHB on Monday\, August 14\, for a virtual Town Hall to analyze the FY 2024 spending bills and discuss priorities\, strategies\, and next steps going into the fall. \nRight now\, Congress is adjourned for the August recess\, which means most of your representatives will be back home near their state or district. Contacting your representative while they are on recess and inviting them to see your health programs and facilities could be an effective tool to humanize the spending debate back in Washington during the fall. \nOnce Congress returns in September\, there will be a mad dash on the Hill to address certain must-pass legislation\, including annual appropriations. Meeting with your representatives any time you or your colleagues visit DC will remain critical to any progress on Tribal spending during the fall. \n

SUMMARY:TribalHub Webinar: Upgrading Tribal Court Data Management Technology to Improve Outcomes
DESCRIPTION:August 15 at 12:00 pm Central\nRegister \nSeveral Tribal Nations recently launched new court case management systems. Some had no system in place at all\, while others had cumbersome and only partially used systems in place. The Tribal Nations sought an electronic case management system to increase efficiency\, clearly define processes\, and improve reporting. During this webinar\, the speakers will discuss their experiences of the system implementation\, lessons learned\, and benefits realized through the lens of a case study. \nWhat steps did the several Tribal Nations take when undertaking the change? The first step in implementing new software is making the decision to do so and considering what the Tribal Nation wanted to accomplish by implementing an updated system. The Washoe Tribe of NV and CA\, the Winnemucca Indian Colony and the Cedarville Rancheria are three examples of tribes we will discuss today. Judge Patricia Lenzi\, Chief Judge of Cedarville and Winnemucca Tribal courts\, and the former Chief Judge of the Washoe Tribal Court\, will discuss the goals and deliberations that led to the decision to implement an enterprise-level system for the Court and provide considerations for what other Courts may examine. Planning the implementation for a robust database system involved several aspects including identifying system goals\, outlining module customization\, and staff embracing the change. The Washoe Tribe’s Project Manager\, Kolby Fenster\, will describe the system rollout including collaborative application development\, system design\, development\, testing\, and go live phases. Lastly\, we will examine how the new data system achieved the Judge’s goals for grant reporting and other benefits they experienced.

The first webinar\, “Managing Your Water and/or Wastewater System into the Future: Assessing Utility Financial Health\,” will be held on August 17 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern and the second webinar\, “Managing Your System into the Future: Rate Setting\,” will be held on August 24 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern. \nThe speaker for these webinars is Dr. Ahmed Rachid El-Khattabi. He is the Associate Director of the Environmental Finance Center (EFC) at the University of North Carolina at Chapel Hill. His background is in applied economics and urban planning. He earned his Ph.D. in 2020 from the Department of City and Regional Planning at the University of North Carolina at Chapel Hill. Dr. El-Khattabi’s expertise is in policy-oriented quantitative research and data management. His research focuses on issues at the intersection of economic development and environmental planning with a particular focus on urban water management. Prior to joining EFC\, he was an ORISE Postdoctoral Fellow then an Economist in the Water Economics Center at the US Environmental Protection Agency\, Office of Water. DESCRIPTION:The U.S. Department of the Interior (Department) and the Bureau of Indian Affairs (BIA) are hosting six engagement sessions throughout August and September on the Renewable Energy Accelerated Deployment Initiative for Indian Country (READI). Through these engagement sessions\, the BIA intends to better understand and gather input on 1) what Tribal Nations need to proactively promote Tribal renewable energy development and 2) what the BIA should do to address Tribal needs with respect to renewable energy development. \nThe engagement session dates and times are as follows: \n\nMonday\, Aug. 21\, Hard Rock Hotel and Casino Tulsa\, Catoosa\, OK\nThursday\, Aug. 24\, Pechanga Resort Casino\, Temecula\, CA\nMonday\, Aug. 28\, Wild Horse Resort and Casino\, Pendleton\, OR\nWednesday\, Sept. 6\, via Zoom\nThursday\, Sept. 7\, via Zoom\nMonday\, Sept. 11\, National Indian Programs Training Center\, Albuquerque\, NM\nSept. 2023\, Hybrid Midwest/Eastern Area\n\nThe Department offers a travel stipend for one representative from your Tribal nation to attend one of the in-person engagement sessions. SUMMARY:2023 National Tribal Opioid Summit
DESCRIPTION:National Tribal Opioid Summit\nAugust 22-24\nTulalip\, WA \nLearn more. \nWe are tired of fentanyl and opioid abuse being normalized in our communities. We are tired of burying our loved ones. It should not be normal for our youth to attend more funerals of loved ones than birthday parties. \nWe are taking a stand to change the trajectory for our children\, youth\, and all future generations at this Summit. The Summit is structured to produce Tribally-driven policy recommendations\, including systemic changes. Each day will open with a plenary session with Congressional representatives\, federal leadership\, Tribal leaders\, community members\, and policy experts. Breakouts will be organized around four tracks: prevention; care & support services; data; and\, law and justice. The first day will focus on Tribal opioid/fentanyl issues\, challenges and problems; the second day on Tribal best practices\, social determinants of health\, and law enforcement jurisdiction; and the third day will focus on Tribal policy recommendations. \nArea caucuses\, youth breakouts\, and support for elders\, healers and knowledge keepers will be available throughout the Summit. A memorable Northwest Cultural Night is planned for all participants. Notetakers and scribes will move Tribally identified issues\, solutions\, and priorities through the tracks to create Tribal policy recommendations. The 2019 Tribal Opioid Response (TOR) National Strategic Agenda will also be updated with recommendations from the Summit.\nWe
