This past June\, the Department of the Treasury and IRS released proposed guidance for the IRA’s Direct Pay provisions. \nOn August 22nd from 2pm to 3:00pm Eastern Time\, NAFOA is excited to team-up with the Department of the Treasury and key policy makers in the Senate to bring you an informative webinar on the IRA’s Direct Pay provisions. \nWith introductions by Treasurer of the United States Chief Lynn Malerba and IRA Chief Implementation Officer Laurel Blatchford\, this webinar will focus on how tribes can access this new opportunity\, hear first-hand from the Department about the availability of the Direct Pay tax credits\, what they can be used for\, and what kind of technical assistance is available to tribes.

DESCRIPTION:The two-day virtual IHP/APR course will equip participants with a comprehensive overview of the statutory and regulatory requirements involved in developing and submitting Indian Housing Plans and Annual Performance Reports. The course will provide an in-depth analysis of the eligible activities permitted under NAHASDA\, as well as how a TDHE should plan for and gather data to be included in their IHPs. Participants will also gain familiarity with the HUD IHP/APR forms and learn how to complete and submit them through EPIC or GEMS. This course is highly interactive\, and participants will have time to ask questions and complete easy quizzes and exercises.

The first webinar\, “Managing Your Water and/or Wastewater System into the Future: Assessing Utility Financial Health\,” will be held on August 17 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern and the second webinar\, “Managing Your System into the Future: Rate Setting\,” will be held on August 24 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern. \nThe speaker for these webinars is Dr. Ahmed Rachid El-Khattabi. He is the Associate Director of the Environmental Finance Center (EFC) at the University of North Carolina at Chapel Hill. His background is in applied economics and urban planning. He earned his Ph.D. in 2020 from the Department of City and Regional Planning at the University of North Carolina at Chapel Hill. Dr. El-Khattabi’s expertise is in policy-oriented quantitative research and data management. His research focuses on issues at the intersection of economic development and environmental planning with a particular focus on urban water management. Prior to joining EFC\, he was an ORISE Postdoctoral Fellow then an Economist in the Water Economics Center at the US Environmental Protection Agency\, Office of Water. At EPA\, he co-developed an environmental justice batch screening tool (EJSCREENbatch)\, contributed to the development of support tools for regulatory benefits analyses\, and conducted research to support national rulemaking related to Waters of the United States. \n\nManaging Your Water and/or Wastewater System into the Future: Assessing Utility Financial Health \nWhen: August 17 at 10:00 am – 11:00 am Central/11:00 am – 12:00 pm Eastern \nWho should attend: Tribal Leaders\, Tribal Utility Board members\, Utility Managers\, Tribal Infrastructure and Planning Directors\, Financial Directors \nWhat: This session will discuss how to think about a water and/or wastewater system as a financial entity and will examine the key financial indicators that allow these systems to make informed decisions in planning and investment. APHIS coordinates with these State agencies to encourage cervid owners to certify their herds and comply with the CWD Herd Certification Program Standards. The goal of the HCP is to provide a consistent\, national approach to control the incidence of CWD in farmed cervids and prevent the interstate spread of CWD. DESCRIPTION:The Shinnecock Indian Powwow is one of the largest Native American Gatherings on the East Coast. As we dance upon the earth we are reminded that our culture and love for one another is the resounding heartbeat that transcends all that we face; wherever we face it. We dance upon our drum. The sound of the drum and our footsteps are recorded year after year within the drum that we dance upon. We may be the only Nation that dances upon its drum. \n​The trees that surround our circle also record our Powwow historical moments within their barks as they grow with the People. We dance with all of our relations\, past and present\, from nearby and from afar. We welcome home our distant families as well as our guests with open arms and prayers as we share ourselves\, our culture\, arts & crafts\, good food and our ceremonies during each Labor Day weekend.  \n​We begin at 3pm on Friday with our first Grand Entry of dancers from all over the Americas at 7pm. Each day we host competitive dancing\, guest entertainment\, prayers\, ceremonial dances\, the acknowledgement of sponsors and visiting dignitaries. We honor our veterans for protecting this life as we know it. Grand Entry re-occurs each preceding day at 12:30pm and 7pm with the exception of Monday. We conclude Monday evening at 6pm with the awarding of prizes to our competing drums and dancers.  \nWe also host 100 Native American arts\, crafts and food vendors from all over the Americas. Cultural enrichment and the opportunity for cultural education abounds as Native American representatives from every region are available to demonstrate and share their stories to all who ask.  \nThis celebration of tradition has been fostered by our community leaders and the Shinnecock Church to whom we are forever grateful. Each year as we fill ourselves with the excitement of the upcoming Powwow celebration\, we are reminded of the other things we are thankful for. We thank our patrons for joining us each year. Once you have completed registration\, an individualized access link for the session will be sent to you with additional information. \n\nOn September 5\, 2023\, the U.S. Department of Education (ED) will conduct a Tribal Consultation on the Tribally Controlled Postsecondary Career and Technical Institutions Program (TCPCTIP)\, Ready to Learn Programming (RTL or Ready to Learn\, formerly Ready to Learn Television)\, and Education Innovation and Research (EIR). The purpose of this consultation will be to receive meaningful input from American Indian\, Alaska Native\, and Native Hawaiian communities to ensure that Tribal leader views inform these programs administered by ED. This consultation will advance the Department’s commitment to uphold the federal trust responsibility described in Executive Order 13175. \n\nTribally Controlled Postsecondary Career and Technical Institutions Program \nThe Department is considering waiving the requirements of 34 CFR 75.250 and 34 CFR 75.261(c)\, which limit project periods to 60 months and restrict project period extensions that involve the obligation of additional Federal funds. This action would extend the project period for the two current TCPCTIP grantees awarded grants under Perkins V in 2019 for FY 2024 and FY 2025\, effectively resulting in a two-year extension. This action would depend on Congress continuing to authorize and appropriate funds under the existing program authority and would require the grantees to continue meeting the TCPCTIP requirements. Moreover\, the Department would not announce a new competition or make new awards in FY 2024 or FY 2025\, or in future years\, if Congress continues to authorize and appropriate funds under the existing program authority. Based on FY 2023 appropriations\, the Department expects to use an estimated $11\,953\,000 for FY 2024 grant extensions and $11\,953\,000 for FY 2025 grant extensions. We will consider continuation award requests under the current TCPCTIP statutory authority\, subject to the requirements of 34 CFR 75.253\, including the requirement that each grantee demonstrates that it is making substantial progress performing its TCPCTIP grant activities based on the requirements in the 2019 notice inviting applications.  \n The Department is considering this action to relieve the two TCPTIP grantees of the costs and time burden associated with submitting applications for a new competition in FY 2024. Please note that the Department took a similar action under Perkins IV; the Federal Register notice that announced the waivers under Perkins IV can be viewed here. TCPCTIP grantees first funded in 2007 received one-year grant extensions each year past the original project period until the Department conducted a new competition and made new awards under Perkins V in 2019. \n\nReady to Learn Programming \nThe Ready to Learn Programming (RTL) grant supports the development of educational ‘‘transmedia\,’’ and grantees seek to create new\, interrelated combinations of television and interactive media (games\, apps\, etc.) in which characters\, narrative storylines\, and problem-solving are used to support kindergarten readiness and early education for children ages 2-8. The RTL grant encourages partnerships that help promote the wider use of its educational media products in various settings\, such as homes\, daycare\, libraries\, museums\, afterschool programs\, and many other places where children learn. Tribal Consultation is critical to understand what subject matter content the focus of the next round of RTL (e.g.\, STEM\, literacy\, social-emotional learning\, computational thinking) should be\, and what strategies would be recommended for the dissemination and distribution of RTL-produced media and resources in reaching and serving Native communities and their young children. \n\nEducation Innovation and Research \nThe Education Innovation and Research (EIR) program supports efforts to use and build evidence on field-initiated innovation education to improve student achievement and attainment for high-needs students. Consultation is critical to understand what types of innovations are needed to serve Native communities\, what emerging evidence exists on strategies to support students from Native communities\, how EIR grantees might engage Native communities as potential implementation sites\, what schools serving Native communities want to learn from EIR grantees\, and how education leaders in Native communities might become involved as peer reviewers. \n\nWritten Comment Period \nWritten public comments for a topic will only be collected through the TribalConsultation@ed.gov email address. The comment period is now open\, and all comments must be received by 11:59 p.m. ET on 10/05/2023.
