It also reflects recent policy changes to simplify program delivery through streamlined cost effectiveness methods and a lower benefit-cost analysis discount rate. \nState\, local\, Tribal and territorial governments may use the guide to navigate the application process and manage the grant lifecycle to receive critical resilience dollars. Information in the guide includes policies and processes to enable effective and consistent implementation across all HMA programs.\nHMA provides funding to reduce the risk and impact of disasters such as wildfires\, drought\, extreme heat\, hurricanes\, earthquakes and flooding. Programs in HMA are Building Resilient Infrastructure and Communities (BRIC)\, Flood Mitigation Assistance\, Hazard Mitigation Grant Program (HMGP) and HMGP Post Fire. \nThe update follows the update last year—the first since 2015—that incorporated climate change and future conditions\, equity\, building codes\, capability and capacity building\, nature-based solutions and community lifelines as key principles for its grant programs. It was also the first guide to cover BRIC. \nThis aligns with FEMA’s “people first” approach and helps communities build climate resilience through reducing complexity and barriers to accessing our HMA grant funds. It also aligns with the 2024 FEMA Year of Resilience theme to build capacity to withstand tomorrow’s hazards.\nFEMA is offering two Office Hours sessions which provides an overview of the recent updates. DESCRIPTION:Thursday\, September 19 at Virginia Crossings Hotel & Conference Center\nRegister to attend virtually or in-person \nPathways to Partnership:\nEnhancing Trust through Tribal Consultation \nThe 2024 Virginia General Assembly passed HB1157 with bipartisan support: a bill affirming the Commonwealth’s obligation to consult with federally recognized Tribal Nations before granting state permits for projects that may impact tribal cultural\, historical\, and environmental interests. Governor Glenn Youngkin signed the bill into a law that will take effect July 1\, 2024. What does this mean for state and local agencies and the tribes in Virginia? What does it look like when it’s working well? Why is it necessary? These questions\, and more\, will be addressed through the presentations of speakers – from Virginia Tribes to agencies and other professionals in the field. \nConsistent with the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP)\, consent is the most appropriate and preferred diplomacy tool between sovereign governments. However\, consultation is currently the most commonly used diplomacy tool to proactively protect the inherent sovereign interests and rights of Tribal Nations\, so it is imperative that it is meaningful and robust. Director Carroll will open the conference with a discussion on the importance of consultation as part of building strong\, respectful\, and healthy relationships between governments\, including how it can be most effectively used for both federal and state relations.

Use the SUBJECT LINE: CSC Methodology for Program Income.\nThe deadline for transmitting written comments for this Tribal Consultation is\nFriday\, October 11\, 2024. \nOver the past 60 days\, the Contract Support Cost Advisory Group (CSCAG)\, made up of Federal\nand Tribal members met three times\, to discuss needed changes to the existing funding\nmethodology to address the calculation of CSC on expenditures of program income. The\nCSCAG’s charge includes providing advice and recommendations on the Indian Health Service\n(IHS) CSC policy\, as well as identifying priorities and issues for improvement. \nThe principles that have been agreed upon by CSCAG members are to take an approach with the\nbroadest applicability\, which aligns as much as feasible with the current CSC policy. During this\ntimeframe\, CSCAG members identified a few areas of agreement\, as well as a few areas for\nadditional discussion. Overall\, there remains a considerable amount of work to be accomplished\nby the CSCAG and IHS staff to implement a modified methodology. \nThe IHS is requesting input from all Tribal Leaders\, as the implementation of a modified\nmethodology to negotiate and pay CSC on expenditures of program income can have broad\nbudgetary implications for Tribes that receive direct services\, as well as compacting and\ncontracting Tribal Nations. \nDuring this Tribal Consultation\, they plan to convene three in-person Consultation sessions and\ntwo virtual Consultation sessions to allow multiple opportunities to provide feedback on the\nAgency’s proposals to calculate CSC related to expenditures of program income. Details about\nthe Consultation sessions are provided in the Dear Tribal Leader Letter. \nThroughout the CSCAG’s discussions\, there were a few recurring topics of particular interest to\nthis Tribal Consultation. The IHS invites your recommendations and feedback broadly on the\nexpansion of the CSC policy\, as well as the necessary changes required to implement CSC\ncalculations on expenditures of program income. \nDue to the variability of how T/TOs collect program income expenditure data\, the IHS is seeking\nyour recommendations on how to estimate initial amounts\, as well as reconcile CSC annually.
