Use the SUBJECT LINE: CSC Methodology for Program Income.\nThe deadline for transmitting written comments for this Tribal Consultation is\nFriday\, October 11\, 2024. \nOver the past 60 days\, the Contract Support Cost Advisory Group (CSCAG)\, made up of Federal\nand Tribal members met three times\, to discuss needed changes to the existing funding\nmethodology to address the calculation of CSC on expenditures of program income. The\nCSCAG’s charge includes providing advice and recommendations on the Indian Health Service\n(IHS) CSC policy\, as well as identifying priorities and issues for improvement. \nThe principles that have been agreed upon by CSCAG members are to take an approach with the\nbroadest applicability\, which aligns as much as feasible with the current CSC policy. During this\ntimeframe\, CSCAG members identified a few areas of agreement\, as well as a few areas for\nadditional discussion. Overall\, there remains a considerable amount of work to be accomplished\nby the CSCAG and IHS staff to implement a modified methodology. \nThe IHS is requesting input from all Tribal Leaders\, as the implementation of a modified\nmethodology to negotiate and pay CSC on expenditures of program income can have broad\nbudgetary implications for Tribes that receive direct services\, as well as compacting and\ncontracting Tribal Nations. \nDuring this Tribal Consultation\, they plan to convene three in-person Consultation sessions and\ntwo virtual Consultation sessions to allow multiple opportunities to provide feedback on the\nAgency’s proposals to calculate CSC related to expenditures of program income. Details about\nthe Consultation sessions are provided in the Dear Tribal Leader Letter. \nThroughout the CSCAG’s discussions\, there were a few recurring topics of particular interest to\nthis Tribal Consultation. The IHS invites your recommendations and feedback broadly on the\nexpansion of the CSC policy\, as well as the necessary changes required to implement CSC\ncalculations on expenditures of program income. \nDue to the variability of how T/TOs collect program income expenditure data\, the IHS is seeking\nyour recommendations on how to estimate initial amounts\, as well as reconcile CSC annually.

Grant funding is available for: \n\nDevelopment and update of transportation safety plans\nData assessment\, improvement\, and analysis – identifying data needs\, improving crash data collection\, compiling other safety data\, or conducting safety studies\nSystemic Roadway Departure Countermeasures – streamlined access to specific low-cost safety improvements to address rural roadway departure crashes\nInfrastructure Improvements – Projects to address transportation safety needs on tribal transportation facilities.\n\nThe U.S. Department of Transportation’s Federal Highway Administration is accepting applications for the Tribal HPP Program. The program\, funded by the President’s Bipartisan Infrastructure Law\, will provide nearly $9 million in Fiscal Year 2024 to (1) an Indian Tribe or governmental subdivision of an Indian Tribe whose annual allocation of funding under the Tribal Transportation Program (TTP) is insufficient to complete the highest priority project of the Tribe\, or (2) to any Indian Tribe that has an emergency or disaster occur on a Tribal transportation facility that renders the facility impassible or unusable.  The Tribal HPP Program is a nationwide priority program modeled after the Indian Reservation Roads High Priority Projects Program (IRRHPP) and developed through negotiated rulemaking. The IRRHPP was formerly administered through regulations from 2005 through 2012.

DESCRIPTION:UPDATE (10/05/2024):  \nAs part of the planning for the 2024 USET & USET SPF Annual Meeting\, we have been monitoring Hurricane Kirk and Hurricane Milton. \nWhile Hurricane Kirk appears to no longer hold any potential for concern\, the most recent weather prediction has Hurricane Milton coming on shore as a category 2 by the latter part of our meeting. Use the SUBJECT LINE: CSC Methodology for Program Income.\nThe deadline for transmitting written comments for this Tribal Consultation is\nFriday\, October 11\, 2024. \nOver the past 60 days\, the Contract Support Cost Advisory Group (CSCAG)\, made up of Federal\nand Tribal members met three times\, to discuss needed changes to the existing funding\nmethodology to address the calculation of CSC on expenditures of program income. During this\ntimeframe\, CSCAG members identified a few areas of agreement\, as well as a few areas for\nadditional discussion. Overall\, there remains a considerable amount of work to be accomplished\nby the CSCAG and IHS staff to implement a modified methodology. \nThe IHS is requesting input from all Tribal Leaders\, as the implementation of a modified\nmethodology to negotiate and pay CSC on expenditures of program income can have broad\nbudgetary implications for Tribes that receive direct services\, as well as compacting and\ncontracting Tribal Nations. \nDuring this Tribal Consultation\, they plan to convene three in-person Consultation sessions and\ntwo virtual Consultation sessions to allow multiple opportunities to provide feedback on the\nAgency’s proposals to calculate CSC related to expenditures of program income. Details about\nthe Consultation sessions are provided in the Dear Tribal Leader Letter. \nThroughout the CSCAG’s discussions\, there were a few recurring topics of particular interest to\nthis Tribal Consultation. CRS Redesign is a multi-year effort intended to take a comprehensive look at the CRS program\, exploring both incremental improvements and bold shifts in approach. \nFEMA is exploring the future of the CRS with a focus on ways the agency can improve the CRS to: \n\nIncentivize communities to take measurable actions and make sustained progress that reduces current and future flood risk;\nEmbed equity as a foundation of the Community Rating System program;\nIncentivize communities to promote property owners to purchase flood insurance to reduce their financial exposure to flood risk; and\nDeliver a community participant-centered and modernized program.\n\nThe CRS is a voluntary incentive program that recognizes and encourages floodplain management practices that exceed the minimum requirements in the NFIP. The agency is evaluating the CRS’s potential to provide ongoing support for state\, local\, tribal\, and territorial governments’ goals and needs around floodplain management.

SUMMARY:Treasury Department Webinar: IRA Low-Income Bonus Credit Program and Elective Pay for Tribal Nations
DESCRIPTION:October 21 at 3:00 pm – 4:00 pm Eastern\nRegister \nUnder the Inflation Reduction Act\, Tribal Nations may now directly access certain clean energy tax credits through a process called elective pay. On October 7\, 2024\, the Department of Treasury and Internal Revenue Service released proposed rules that expand eligibility for clean energy tax credits to certain wholly owned Tribal businesses. \nThrough elective pay\, Tribal Nations and their businesses may access clean energy tax credits such as an increased energy investment credit under the Low-Income Communities Bonus Credit Program (section 48(e) of the Internal Revenue Code). This program provides a 10 or 20 percentage point increase to the investment tax credit for qualified solar and wind energy facilities for Program Year 2024.  \nThis includes projects on Indian lands (Category 2) and by Tribal Nations\, Tribal enterprises\, and Alaska Native entities. Applications for projects located on Indian Lands (Category 2) are being accepted on a rolling basis until November 12\, 2024\, at 11:59 PM ET. \nJoin us for this webinar on the application process for 48(e) for Program Year 2024 and an update on Treasury’s proposed regulations to increase Tribal access to clean energy tax credits.

DESCRIPTION:United South and Eastern Tribes\, Inc. presents the Reclaiming Native Psychological Brilliance: Wise Practices\, a Tribal Behavioral Health ECHO Clinic. Native Psychological Brilliance refers to the intelligence\, strengths\, balance\, innate resources\, and resilience of Native people. This no-cost telehealth series will be held on the fourth Tuesday of every month at 1:00 pm Central/2:00 pm Eastern. Each session will be one hour in length. \nWho should attend? Tribal Nation health directors\, clinic staff\, counselors\, social workers\, physicians\, nurses\, Tribal Epidemiology Center staff\, and anyone supporting Tribal Nation citizens through the health/behavioral health sector are welcome to join. \nThe one-hour Reclaiming Native Psychological Brilliance virtual series will provide an opportunity for participants to: \n\nGain skills on strength-based approaches in partnership with Native People to enhance Native behavioral health\,\nDiscuss ways that Native brilliance is demonstrated and supports behavioral health\, and\nLearn about Native brilliance examples to share with behavioral health and other health care staff\, as well as with local Tribal Nation citizens.\n\nThe concept of Native psychological brilliance will be celebrated through Native music videos and Native spoken word performances as part of each session of the Reclaiming Native Psychological Brilliance series. \nContinuing education credits will be provided. \nRegister in advance for the session. \nFor questions\, please contact Bernice Jordan\, Public Health Manager\, at bjordan@usetinc.org.
