DESCRIPTION:This intensive\, three day training course is designed to provide tribal housing professionals with an overview of the federal Low-Income Housing Tax Credit (LIHTC) program\, and how the program can complement other tribal housing initiatives. The course provides both a general explanation of the program and describes detailed procedures and requirements for continuing operational compliance under the LIHTC and the Native American Housing Assistance and Self-Determination Act (NAHASDA) programs. \nThe class addresses the fundamentals of tax credit compliance from a global perspective and explains how compliance can be integrated into an existing property management regimen. Participants will also learn about tenant compliance requirements and the costs and penalties associated with non-compliance. How NAHASDA fits into the LIHTC program will also be discussed\, and in particular\, admissions and occupancy requirements. \nIndividuals that successfully pass the NAHASDA & Tax Credit Compliance Professional (NTCCP) exam at the end of the NAHASDA-LIHTC compliance certification course and \nDemonstrate a minimum of 2 years’ experience in NAHASDA-LIHTC related projects \n\nComplete Certification of Work Experience\nExecute the NTCCP Code of Professional Responsibility\n\nwill receive an NTCCP certification. SUMMARY:Webinar: SLFRF Interim Final Rule (Obligation IFR)
DESCRIPTION:Dear Tribal Leader\, \nToday\, the U.S. Department of the Treasury (Treasury) published a new interim final rule for the State and Local Fiscal Recovery Funds (SLFRF) program. This interim final rule (Obligation IFR) provides additional flexibility and clarity for recipients regarding the definition of “obligation” and associated guidance. The Obligation IFR clarifies the application of the statutory obligation deadline of December 31\, 2024\, to subrecipients and contractors\, and provides guidance on the circumstances under which contracts and subawards entered into prior to the obligation deadline may be amended or replaced. It does not alter the existing obligation and expenditure deadlines or eligible use categories\, including how recipients may use SLFRF funds under the revenue loss eligible use category. Recipients must continue to obligate funds by December 31\, 2024\, and expend funds by December 31\, 2026 (other than in the case of SLFRF funds used for Surface Transportation projects or Title I projects\, which must be expended by September 30\, 2026). \nTo support SLFRF recipients in their understanding of the Obligation IFR\, on November 16th\, Treasury will host a webinar. During the two sessions listed below\, Treasury will provide an overview of the new Obligation IFR\, including explaining the amended definition of “obligation” and highlighting key examples of how related guidance and clarifications apply to implementation of SLFRF funds. SUMMARY:Consultation: SLFRF Interim Final Rule (Obligation IFR)
DESCRIPTION:Dear Tribal Leader\, \nToday\, the U.S. Department of the Treasury (Treasury) published a new interim final rule for the State and Local Fiscal Recovery Funds (SLFRF) program. This interim final rule (Obligation IFR) provides additional flexibility and clarity for recipients regarding the definition of “obligation” and associated guidance. The Obligation IFR clarifies the application of the statutory obligation deadline of December 31\, 2024\, to subrecipients and contractors\, and provides guidance on the circumstances under which contracts and subawards entered into prior to the obligation deadline may be amended or replaced. It does not alter the existing obligation and expenditure deadlines or eligible use categories\, including how recipients may use SLFRF funds under the revenue loss eligible use category. Recipients must continue to obligate funds by December 31\, 2024\, and expend funds by December 31\, 2026 (other than in the case of SLFRF funds used for Surface Transportation projects or Title I projects\, which must be expended by September 30\, 2026). \nTo support SLFRF recipients in their understanding of the Obligation IFR\, on November 16th\, Treasury will host a webinar. During the two sessions listed below\, Treasury will provide an overview of the new Obligation IFR\, including explaining the amended definition of “obligation” and highlighting key examples of how related guidance and clarifications apply to implementation of SLFRF funds. Recipients will have the opportunity to submit questions in advance for the Q&A portion of the webinar. Recipients can follow along with the Obligation IFR Quick Reference Guide. See related press release\, Federal Register Notice\, and more information below. \nThe Department is hosting three public listening sessions focused and designed to gather input to inform the development of the Department’s Environmental Justice Strategic Plan.  President Biden signed Executive Order 14096\, Revitalizing Our Nation’s Commitment to Environmental Justice for All\, which directs Federal agencies to develop an Environmental Justice Strategic Plan that will: “set forth the agency’s vision\, goals\, priority actions\, and metrics to address and advance environmental justice…”  To update its Environmental Justice Strategic Plan\, the Department is organizing listening sessions in November to obtain public input to: (1) provide feedback to refine draft vision\, goals\, and objectives (attached)\, (2) identify implementation strategies\, and (3) identify priority actions to advance environmental justice. \nBelow are the links for registering for the listening sessions. Financial literacy is an essential skill on the path to a healthy financial well-being and vital to building an empowered financial foundation for all Native communities and strong Tribal economies. Our youth need these skill sets to help bridge the gap between being a novice or an expert in financial literacy knowledge\, which is the difference between simply understanding how money works and how to spend it\, to important life skills like budgeting\, developing a spending plan\, savings\, paying bills\, building a nest egg\, paying for an education\, buying a home\, investing\, etc. Join us for a two and a half-day\, state-of-the-art\, interactive instructor training to help Native CDFIs\, Tribal communities\, and other Native organizations establish and sustain financial education programs tailored for youth in our communities. \nRegistration is FREE for Native Americans and those working within Indian Country.
