SUMMARY:2026 Draft National Transmission​ Needs Study
DESCRIPTION:DOE recently released a draft of the 2026 National Transmission Needs Study (Needs Study) and opened a 60-day public comment period. The Needs Study report shows that there is a pressing need for additional electric transmission infrastructure due to load growth from data centers\, expanding domestic manufacturing\, large industrial loads\, and a growing economy. \nDOE is hosting a webinar specifically geared to Tribal organizations on Tuesday\, Aug. 11\, 2026\, from 1 to 2 p.m. ET. Registration is required. \nThe Needs Study identifies key national needs that can inform investments and planning decisions. DOE is inviting feedback on this draft report from local communities\, Tribal Nations\, states\, and regional reliability entities\, as well as the general public\, by opening a public comment period and hosting in-person roundtables in the summer of 2026 across the country. DOE will review comments received and incorporate them into the final study as appropriate. Direct public feedback is critical to bridge the gap between DOE’s analytical research and the dynamic\, localized energy demands currently shaping the nation’s grid. \nComments on this draft study are due Sept. 7\, 2026.

DESCRIPTION:Dear Tribal Leader\, \nThe U.S. Department of Education (ED) will conduct two Tribal Consultations on the Interagency Implementation of ED’s Fiscal Year 2027 Grantmaking Priorities and Fiscal Year 2028 Budget Priorities in coordination with the U.S. Department of the Interior (DOI). On Thursday\, August 27\, 2026\, from 2:30-5:30 p.m. ET\, the Departments will consult on ED’s FY 2027 grantmaking priorities. On Friday\, August 28\, 2026\, from 2:30-5:30 p.m. ET\, the Departments will consult on ED’s FY 2028 Budget Request to the President. \nThe purpose of these consultations is to receive meaningful input from American Indian\, Alaska Native\, and Native Hawaiian communities to ensure that Tribal leader views inform the implementation of both topics within the current interagency framework. Each Department remains committed to upholding the federal trust responsibility as set forth in the Constitution of the United States\, Treaties\, Executive Orders\, and decisions of the U.S. Courts. Both consultations will be conducted by the Office of Indian Education (OIE) and facilitated by the Tribal Consultation Official for ED. \nBackground\nOn February 10\, 2026\, from 1:30-5:30 p.m. ET\, the U.S. Departments of Education\, Interior\, and Labor conducted consultation on the Interagency Agreements (IAAs) with elected Tribal leadership in Washington\, D.C.\, at the National Museum of the American Indian (NMAI). The Departments heard from leadership from all corners of Indian Country\, chairmen\, governors\, principal chiefs\, and designated proxies. On June 9\, 2026\, ED published both a summary and transcript of the consultation on interagency partnerships (Final Report). The Final Report found that a majority of both written and verbal comments called for consultation to be ongoing and regionally accessible throughout implementation—not limited to a single national event. These consultations demonstrate an interagency commitment to conduct ongoing consultation. \nSince the founding of the United States\, the legal foundations and scope of each trust relationship between the federal government and Indian Tribes\, Alaska Native Villages\, and/or Native Hawaiian Organizations have been statutorily unique. There are currently 575 federally recognized Indian Tribes\, approximately 370 of which have treaties with the federal government that remain good law. Indian Tribes did not engage in treaty-making at the Department-level; they engaged in treaty-making from one Nation to another to ensure the prosperity of their descendants. SUMMARY:VA Tribal Consultation: Dole Act-Loan Guaranty/Native American Direct Home Loan
DESCRIPTION:Dear Tribal Leader: \nVA invites Tribal Leaders (or their designee) to a tribal consultation session hosted by VA Loan Guaranty Service (LGY) to discuss upcoming changes to the Native American Direct Loan (NADL) Program. The Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act (hereinafter\, the Act) aims to enhance the healthcare\, benefits\, and overall support for Native American Veterans. Key provisions within the Act include the expansion of the Native American Direct Loan (NADL) program in several ways\, including: \n\nSection 231(a) amended 38 U.S.C. § 3762(a) and (b) provided VA more flexibility when working with Tribal organizations that want to participate in the NADL program. For example\, where prior law required VA to enter into a Memorandum of Understanding (MOU) with the Tribal organization having jurisdiction over a Veteran before VA could make a NADL\, VA now has discretion to make a NADL under a variety of agreements.\nSection 231(b) amended 38 U.S.C. § 3762(h) to allow VA to offer a broader range of refinance options to Native American Veterans living on trust land\, including construction refinances and refinances of loans that VA did not originate. The change provides more parity with Veterans who can utilize a variety of refinance options in the guaranteed loan program. The change also helps Native American Veterans move from less advantageous loan products into NADL program loans that better fit their financial needs\, often with a lower-than-market interest rate.\nSection 231(e) amended 38 U.S.C. § 3765 by adding new definitions and revising current definitions\, which\, for example\, should help eliminate some of the restrictions that have prevented Native American Veterans in places like Alaska from obtaining NADL program loans.\n\nVA wants successful outcomes for our Tribal partners and the goal for the tribal consultation session is to better understand the unique aspects of American Indian and Alaska Native communities that may impact their ability to benefit from the NADL program. This input will inform VA as it contemplates how to implement the changes in the Act. \nVA asks attendees to review the references listed above before attending the tribal consultation session and welcomes input from Tribal Leaders (or their designee) on questions presented below as well as any other topics Tribal Leaders would like to raise. \n\nWhat are the benefits you hope will result from the changes described in items 1-3 above?\nWhat are some of the challenges or considerations VA needs to be aware of when determining how to implement the changes described in items 1-3 above?\nAre there other recommendations\, concerns\, or suggestions that VA should consider?\n\nThe session is scheduled for Tuesday\, September 1\, 2026\, 3:00-4:15 pm (Eastern Time) in Room “Salon AB” at the Doubletree by Hilton Hotel\, Washington DC – Crystal City during the Department of Housing and Urban Development (HUD) National Tribal Housing Summit. \nThe deadline to submit written comments is November 20\, 2026. DESCRIPTION:What is It? \n\nDirectly Supports Tribal Sovereignty by making Tribal geospatial data sovereignty and governance a top priority.\nIncrease Tribal participation in the land management planning process on US Forest Service lands that result in prioritization of treaty\, religious\, cultural\, and subsistence interests; and the identification of opportunities for collaboration and shared stewardship.\n\nAreas of Tribal Importance \n\nAreas are to be determined soley by tribal governments (historical sites\, cultural areas\, traditional gathering areas\, endangered species\, treaty and religious use areas).\nIncorporate Tribal expertise and Indigenous knowledge into Federal land management.\nAll data remains on Tribal Government systems and is fully governed by the tribe as long as no federal monies are involved in the data creation (pursuant to the GDA).\nNTGISC is available to support tribes in building geospatial capacity necessary to create and manage their data.\nATI’s are another layer in addition to Section 106 of the NHPA because it covers more than historic properties.\nNHPA is project by project\, while ATI is on a landscape scale and allows for early engagement in planning and management.\nATI’s can be updated in near real time instead of given timelines like NHPA.\n\nUS Forest Service- Office of Tribal Relations \nThe Office of Tribal Relations within the US Forest Service serves as a single point of contact for consultation with American Indian and Alaska Native Governments. It ensures that relevant programs and policies are developed in consultation with tribal constituents and preserves Tribal sovereignty.
