SUMMARY:New Market Tax Credits: Unlocking Capital for Native Communities
DESCRIPTION:Join the NAFOA Institute and Baker Tilly x Moss Adams for an educational webinar on New Market Tax Credits and unlocking capital for Native communities. \n\n\n\nThe New Markets Tax Credit (NMTC) program\, administered by the U.S. Department of the Treasury’s Community Development Financial Institutions (CDFI) Fund\, has entered a historic phase with a $10 billion double round of allocations for the 2024-2025 cycle\, a 20% increase in investments and the largest funding round in program history. A total of 142 Community Development Entities (CDEs) received awards\, with over $230 million specifically targeted for investments in NMTC Native Areas\, reflecting a growing federal emphasis on economic development in Tribal and rural regions. \n\n\n\nFor Tribes and Tribal organizations\, NMTCs represent a powerful strategy to attract private investment into community development. While Tribes generally cannot use tax credits directly\, they can benefit through NMTC financing structures. Investors receive the tax credits\, and the resulting capital flows (typically low-interest loans) can finance Tribal projects structured as qualified low-income community businesses\, lowering overall project costs by roughly 20%. \n\n\n\nRecent allocations highlight how Native-serving CDEs are taking the lead. Native-focused entities were major NMTC awardees in the latest round\, positioning them to channel capital into Tribal economic development. This panel will discuss the ways in which Tribes can tap NMTCs for a wide range of community priorities—including healthcare facilities\, childcare centers\, cultural and educational centers\, infrastructure\, and small business development—by partnering with Native CDE leadership or developing their own CDE capacity. Panelists will also consider the accounting implications and best practices when receiving NMTCs to help realize NMTC’s potential to catalyze sustainable economic growth in Indian Country.

SUMMARY:NIH Tribal Consultation on an Upcoming Funding Announcement for Expansion of the Strong Heart Study
DESCRIPTION:Dear Tribal Leader and Urban Indian Organization Leader: \n\n\n\nThe National Heart\, Lung\, and Blood Institute (NHLBI)\, part of the National Institutes of Health under the U.S. Department of Health and Human Services\, wishes to initiate a virtual Tribal Consultation to help inform the expansion of the Strong Heart Study research program. The Tribal Consultation is to be held May 19\, 2026\, from 4:00 to 5:30 ET. Your participation in this timely discussion is important as your input will help ensure that the next phase of this critical research program meets the needs and represents the inputs of your community. \n\n\n\nThe NHLBI has supported the research program known as the Strong Heart Study for more than three decades. This program focuses on finding health factors and information that can support improved and optimal heart\, lung\, blood\, and sleep health in American Indian (AI) communities. Knowledge gained from the Strong Heart Study has added to Native American communities learning how to improve their health. As an example\, the Strong Heart Study found that AIs with diabetes have a higher risk of developing heart disease. These findings contributed toward the establishment of the Special Diabetes Program for Indians (SDPI) program. Recently\, the Study has found specific environmental factors like high levels of arsenic in drinking water is associated with a higher risk for heart disease. Due to these findings\, there is now an intervention to reduce arsenic levels in well water in Indian Country. The Study has also helped promote community engagement in research and health promotion by funding projects led by and for community members such as walking clubs\, cooking classes\, and health classes. \n\n\n\nNHLBI is seeking your input as we prepare to re-issue the Strong Heart Study\, potentially broadening eligibility to more Tribes and Alaska Native (AN) Villages. We value your guidance and input to learn how best to increase Al/AN participation in the Strong Heart Study program funding opportunity and to assure the Tribe’s priorities are met. More detail about the proposed changes and expansion to the Strong Heart Study program can be found in the accompanying “Framing letter”. \n\n\n\nDuring Tribal Consultation\, we invite your feedback and guidance on the following questions: \n\n\n\n\nThere are several new components planned for in this next phase of the Strong Heart Study. What are your thoughts on these new program components?\n\n\n\nAs we implement the Strong Heart Study program and potential new components\, how might we build better partnerships between Native American communities\, Native Serving Organizations\, and researchers to generate findings that support healthier communities?\n\n\n\nIt may be misinterpreted that the new Strong Heart Study program funding opportunities will simply be renewals of the current work with the same communities. How can we promote the potentially new opportunity\, its open nature\, and our desire to enhance and broaden the Study’s focus and Tribal community engagement?\n\n\n\nAs NHLBI honors Tribal sovereignty and Tribal data sovereignty\, we would be interested in any effective approaches that you’ve found or heard about for implementing and ensuring Indigenous data sovereignty and privacy in research studies.\n\n\n\n\nParticipant information:What: NIH Tribal Consultation on an Upcoming Funding Announcement for Expansion of the Strong Heart StudyDate: May 19\, 2026Time: 4:00 p.m. ET (3:00 p.m. CT\, 2:00 p.m. MT\, 1:00 p.m. PT)Registration link: https://forms.office.com/g/K8RVQ7XH2u \n\n\n\nFor technical meeting questions related to connectivity or audio/visual matters\, please contact Chad Lee (chad.lee@nih.gov) or Tuan Le (tuan.le@nih.gov). \n\n\n\nIf you are unable to attend\, we invite you to send written testimony\, comments\, or questions to NIHTribalConsultation@nih.gov by June 22. \n\n\n\nIf you have any additional questions\, please feel free to contact Dr. David Goff at NHLBIIODCENTRAL@mail.nih.gov. \n\n\n\nThank you for your continued partnership as we work together to improve the health of Native American communities through research. We look forward to this opportunity to listen and learn from you. \n\n\n\nSincerely\, \n\n\n\nDavid C. Goff\, Jr.\, M.D.\, Ph.D.Acting Director\, NHLBI

SUMMARY:USDA Forest Service Tribal Forum: Updated Tribal Action Plan
DESCRIPTION:Honorable Tribal Leader\, \n\n\n\nYou are respectfully invited to participate in a Forest Service Tribal Forum on May 21\, 2026\, from noon-1pm EST\, regarding forthcoming updates to the agency’s Tribal Action Plan. \n\n\n\nBy now\, you are likely familiar with the 2023 publication\, Strengthening Tribal Consultations and Nation-to-Nation Relationships: a USDA Forest Service Action Plan. This Plan is still active and applicable and has proven as a resounding success for Tribal Relations in federal land management\, providing agency guidance to fulfill federal trust and treaty commitments and support Tribal self-determination. The updated Tribal Action Plan retains the basic structure and format of the 2023 Plan; however\, the original Plan requires periodic updates as it is also a living document. \n\n\n\nEmpowering agency leaders and staff to meet the many priorities that Forest Service and Tribes share in stewarding these ancestral lands\, the updated Tribal Action Plan is intended as a flexible tool that incorporates new legislation and authorities\, new regulatory focus\, and situates the Plan within current leadership direction. \n\n\n\nForest Service Office of Tribal Relations will gladly accept your feedback and advisement regarding the Tribal Action Plan update until its publication\, anticipated in the Summer 2026 timeframe. Please find a draft outline of the updated Tribal Action Plan attached for your reference. We look forward to hearing from you on the forum and incorporating your perspectives in the updated Tribal Action Plan. \n\n\n\nPlease register for the forum at the following link: https://www.zoomgov.com/meeting/register/OsvbKFi-QO6Jw5o5lh48OAAfter registering\, you will receive a confirmation email containing information about joining the meeting.

SUMMARY:Protecting Tribal Culture: The Indian Arts and Crafts Act
DESCRIPTION:The Indian Arts and Crafts Act (IACA) prohibits misrepresentation in the marketing of Indian art and craft products within the United States. It is illegal to offer or display for sale\, or sell\, any art or craft product in a manner that falsely suggests it is Indian produced\, an Indian product\, or the product of a particular Indian or Indian tribe or Indian arts and crafts organization\, resident within the United States. The Indian Arts and Crafts Board (IACBD) was established by Congress to promote the economic development of federally recognized American Indians and Alaska Natives (Indians) through the expansion of the Indian arts and crafts market. The IACB is the only federal agency that is consistently and exclusively concerned with the economic benefits and cultural development of federally recognized Indians. This webinar will cover the IACA and the work of the IACB. The webinar will also feature an IACA case recently prosecuted in the District of Alaska. According to court documents\, defendant Losi conspired with the owners of Alaska Stone Arts LLC and Rail Creek LLC\, stores located in Ketchikan\, to sell items falsely represented to be authentic Alaska Native art. Losi was employed as a salesperson for Alaska Stone Arts LLC\, which primarily sold stone carvings. Rail Creek LLC primarily sold wood totem poles. The investigation revealed that the carvings and totem poles sold in both stores were sourced from Rodrigo Creative Crafts\, a company owned by Glenda Rodrigo and located in the Philippines. The company used Filipino labor to produce the artwork before shipping them to the Rodrigo’s stores in Alaska\, where they were sold as authentic Alaska Native art. \n\n\n\nThis training is available to all interested parties. There is no charge to attend this training\, and CLE will not be available. \n\n\n\nThis training is a joint effort hosted by federal law enforcement agencies responding to violent crime in Indian Country. Sponsoring agencies include the U.S. Department of Justice’s National Indian Country Training Initiative\, the United States Indian Police Academy\, the Federal Bureau of Investigation\, the Drug Enforcement Administration\, the Bureau of Alcohol\, Tobacco\, Firearms and Explosives\, and the Department of the Interior’s Office of Law Enforcement and Security’s Victim Assistance Program. \n\n\n\nIf you have any questions\, please contact Lamesha Bowman at Lamesha.Bowman@usdoj.gov or Deborah Thomas at Deborah.Thomas@usdoj.gov.

SUMMARY:2026 SAFSF Forum
DESCRIPTION:The SAFSF Forum is a unique conference for the full spectrum of funders—including philanthropy\, investors\, community finance\, and intermediaries—to foster collaboration among peers\, field leaders\, and practitioners across the country around a shared mission for equitable and sustainable food and agriculture. The conference focuses on different approaches to moving impact capital to transform food systems. While funder learning is a central goal\, nonprofit movement leaders and food system partners are integral to the event’s success\, bringing on-the-ground wisdom and solutions. As we face a moment of profound transformation across non-profit\, philanthropy\, and food systems\, the SAFSF Forum is a gathering place for sense-making\, solutions\, and solidarity.  \n\n\n\nThe 2026 SAFSF Forum will take place in Savannah\, Georgia—a place where Afro-Indigenous stewardship\, Gullah Geechee traditions\, and Southern agrarian and culinary innovation intersect with today’s climate crisis\, land loss\, and rural economic disinvestment. The U.S. South is a fulcrum of American food and agriculture: a production powerhouse; a hub for farmworker and H-2A dynamics that shape national food supply; a climate frontline facing extreme heat\, hurricanes\, and flooding; and a logistics hub where Gulf and Atlantic ports—Savannah among them—move goods globally. Equity\, divestment\, and ownership struggles are also acutely felt here\, from Black land stewardship and heirs’ property challenges to corporate land capture in rural communities forcing displacement of local food systems. Because issues of land justice\, climate change\, rural economic development\, and systems of racism and exclusion converge so intensely in the South\, investing in community-led solutions in food and agriculture in the region can offer solutions to the country and the world. Throughout the Forum\, we will trace the throughline of Black and Indigenous Agrarianism\, uplifting lineages of liberatory organizing\, cooperative economics\, and rural self-determination that lay the foundation for a climate-resilient\, healthy\, and equitable food future beyond corporate control.
