SUMMARY:Protecting Tribal Culture: The Indian Arts and Crafts Act
DESCRIPTION:The Indian Arts and Crafts Act (IACA) prohibits misrepresentation in the marketing of Indian art and craft products within the United States. It is illegal to offer or display for sale\, or sell\, any art or craft product in a manner that falsely suggests it is Indian produced\, an Indian product\, or the product of a particular Indian or Indian tribe or Indian arts and crafts organization\, resident within the United States. The Indian Arts and Crafts Board (IACBD) was established by Congress to promote the economic development of federally recognized American Indians and Alaska Natives (Indians) through the expansion of the Indian arts and crafts market. The IACB is the only federal agency that is consistently and exclusively concerned with the economic benefits and cultural development of federally recognized Indians. This webinar will cover the IACA and the work of the IACB. The webinar will also feature an IACA case recently prosecuted in the District of Alaska. According to court documents\, defendant Losi conspired with the owners of Alaska Stone Arts LLC and Rail Creek LLC\, stores located in Ketchikan\, to sell items falsely represented to be authentic Alaska Native art. Losi was employed as a salesperson for Alaska Stone Arts LLC\, which primarily sold stone carvings. Rail Creek LLC primarily sold wood totem poles. The investigation revealed that the carvings and totem poles sold in both stores were sourced from Rodrigo Creative Crafts\, a company owned by Glenda Rodrigo and located in the Philippines. The company used Filipino labor to produce the artwork before shipping them to the Rodrigo’s stores in Alaska\, where they were sold as authentic Alaska Native art. \n\n\n\nThis training is available to all interested parties. There is no charge to attend this training\, and CLE will not be available. \n\n\n\nThis training is a joint effort hosted by federal law enforcement agencies responding to violent crime in Indian Country. Sponsoring agencies include the U.S. Department of Justice’s National Indian Country Training Initiative\, the United States Indian Police Academy\, the Federal Bureau of Investigation\, the Drug Enforcement Administration\, the Bureau of Alcohol\, Tobacco\, Firearms and Explosives\, and the Department of the Interior’s Office of Law Enforcement and Security’s Victim Assistance Program. \n\n\n\nIf you have any questions\, please contact Lamesha Bowman at Lamesha.Bowman@usdoj.gov or Deborah Thomas at Deborah.Thomas@usdoj.gov.

SUMMARY:2026 SAFSF Forum
DESCRIPTION:The SAFSF Forum is a unique conference for the full spectrum of funders—including philanthropy\, investors\, community finance\, and intermediaries—to foster collaboration among peers\, field leaders\, and practitioners across the country around a shared mission for equitable and sustainable food and agriculture. The conference focuses on different approaches to moving impact capital to transform food systems. While funder learning is a central goal\, nonprofit movement leaders and food system partners are integral to the event’s success\, bringing on-the-ground wisdom and solutions. As we face a moment of profound transformation across non-profit\, philanthropy\, and food systems\, the SAFSF Forum is a gathering place for sense-making\, solutions\, and solidarity.  \n\n\n\nThe 2026 SAFSF Forum will take place in Savannah\, Georgia—a place where Afro-Indigenous stewardship\, Gullah Geechee traditions\, and Southern agrarian and culinary innovation intersect with today’s climate crisis\, land loss\, and rural economic disinvestment. The U.S. South is a fulcrum of American food and agriculture: a production powerhouse; a hub for farmworker and H-2A dynamics that shape national food supply; a climate frontline facing extreme heat\, hurricanes\, and flooding; and a logistics hub where Gulf and Atlantic ports—Savannah among them—move goods globally. Equity\, divestment\, and ownership struggles are also acutely felt here\, from Black land stewardship and heirs’ property challenges to corporate land capture in rural communities forcing displacement of local food systems. Because issues of land justice\, climate change\, rural economic development\, and systems of racism and exclusion converge so intensely in the South\, investing in community-led solutions in food and agriculture in the region can offer solutions to the country and the world. Throughout the Forum\, we will trace the throughline of Black and Indigenous Agrarianism\, uplifting lineages of liberatory organizing\, cooperative economics\, and rural self-determination that lay the foundation for a climate-resilient\, healthy\, and equitable food future beyond corporate control.

SUMMARY:Overview of OMB Rule Proposing Significant Changes to Financial Assistance
DESCRIPTION:The Office of Management and Budget (OMB) published a proposed rule that rewrites 2 CFR Part 200 (Uniform Guidance) — the single regulation governing every federal grant\, cooperative agreement\, and pass-through award. The proposal reaches across all 42 federal departments and could negatively impact Tribal Nations and Tribal organizations and their respective Tribal programs. Federal funding for Tribal programs is not discretionary. It stems from treaties\, congressional statutes\, court decisions\,  and is a requirement of the federal government’s trust obligations to Tribal Nations. \n\n\n\nOMB has acknowledged the need for Tribal consultation\, but consultation after publication is not meaningful. Tribal Nations must be provided the opportunity to share their input with OMB before the rule and its subsequent policy framework is proposed. \n\n\n\nWhy This Is a Serious Threat \n\n\n\nThe proposal would reshape how the Federal government awards and administers all grants and financial assistance\, giving them control over $1 trillion in annual Federal awards. The provisions will reach every Tribal Nation\, Tribal Organization\, most major universities and hospitals\, and countless Tribal nonprofits and community organizations serving American Indians and Alaska Natives (AI/ANs)\, in rural and urban settings. \n\n\n\nThreatens the sovereignty of Tribal Nations including Tribal and culturally specific programs. New national-policy\, disparate-impact\, reporting\, and procurement provisions may be used to restrict Tribal advocacy\, data sovereignty\, culturally specific services\, cross-border Tribal work\, and Tribal procurement laws. \n\n\n\nPolitical control over awards. The proposed rule would appoint senior political appointees from the Executive Branch to ensure grantees are aligned with the Administration’s “national interest\,” thus demoting peer review to advisory in nature only\, creating risk that changing political priorities override Tribal Nations’ priorities\, statutory purposes\, and Tribal specific expertise and community need. \n\n\n\nSuspension and termination risk. Proposed sections of the rule permit termination of discretionary awards based on agency priorities or the “national interest” and permits suspension in an agency or pass-through entity’s interest. A pause can shut down life-safety services within Tribal communities. \n\n\n\nRisk conditions and funding barriers. Proposed sections of the rule would expand applicant-risk review and program-level conditions. The proposal also creates pressure favoring lower indirect-cost rates\, penalizing remote and under-resourced Tribal governments.Direct program consequences. At risk are VAWA\, MMIP\, victim services\,Tribal justice\, housing\, education\, natural resources\, water\, energy\, transportation\, broadband\, workforce\, and Tribal cultural and language programs\, among other critical programs serving AI/ANs.What Tribal Leaders Can Do Now \n\n\n\n\nAttend the NCAI Webinar on July 1.\n\n\n\nAttend the NAFOA Webinar on July 8. \n\n\n\nVisit the Coalition for Tribal Sovereignty website to download the Tribal Grant Termination toolkit and monitor for a template comment letter on the OMB Rulemaking. \n\n\n\nSubmit formal Tribal comments by July 13\, 2026\, and demand that OMB engage in meaningful government-to-government Tribal Consultation (not after-the-fact consultation)\, before adoption of a final rule.\n\n\n\nInclude a Tribal impact analysis and/or program examples.\n\n\n\nDemand a binding savings clause protecting treaty rights\, trust duties\, and statutory Indian programs\, and program-specific protections over conflicting Part 200 proposed requirements.\n\n\n\nOppose political-priority grant-making authority\, termination and suspension; require notice\, due process\, appeal rights\, advance payments\, continuity funding\, and full recovery of negotiated indirect costs.\n\n\n\nDemand that OMB publish a Tribal impact analysis and certify that no final rule will impair Tribal sovereignty\, treaty rights\, trust obligations\, and congressionally appropriated Tribal program whether administered through direct services or by a Tribal Nation.\n\n\n\n\nComments are due July 13\, 2026 (45 days after publication). \n\n\n\nPlease go to www.regulations.gov to submit your comments under docket OMB-2026-0034. The Administration aims to make the rule effective October 1\, 2026. \n\n\n\nNote that submitting comments by the July 13th due date will help Tribal Nations build an administrative record to preserve APA claims as well as important ISDEAA\, treaty and trust arguments.  THE TIME TO ACT IS NOW. A general grant-management regulation must not be permitted to weaken the United States’ treaty\, trust\, statutory\, and government-to-government obligations to Tribal Nations.
