For USET Member Tribal Nation participants\, OERM is offering assistance to conduct testing at Tribal schools and child-care facilities. USET will assist with sampling Tribal childcare facilities\, and will collect data such as sampling results and facility location on behalf of participating Member Tribal Nations. This no-cost telehealth series will be held on the fourth Tuesday of every month at 1:00 pm Central/2:00 pm Eastern. Each session will be one hour in length. \nNovember’ theme is “Listening to You” for planning the 2024 series. This series is held on the fourth Tuesday of every month.  \nWho should attend? SUMMARY:Consultation: SLFRF Interim Final Rule (Obligation IFR)
DESCRIPTION:Dear Tribal Leader\, \nToday\, the U.S. Department of the Treasury (Treasury) published a new interim final rule for the State and Local Fiscal Recovery Funds (SLFRF) program. This interim final rule (Obligation IFR) provides additional flexibility and clarity for recipients regarding the definition of “obligation” and associated guidance. The Obligation IFR clarifies the application of the statutory obligation deadline of December 31\, 2024\, to subrecipients and contractors\, and provides guidance on the circumstances under which contracts and subawards entered into prior to the obligation deadline may be amended or replaced. It does not alter the existing obligation and expenditure deadlines or eligible use categories\, including how recipients may use SLFRF funds under the revenue loss eligible use category. Recipients must continue to obligate funds by December 31\, 2024\, and expend funds by December 31\, 2026 (other than in the case of SLFRF funds used for Surface Transportation projects or Title I projects\, which must be expended by September 30\, 2026). \nTo support SLFRF recipients in their understanding of the Obligation IFR\, on November 16th\, Treasury will host a webinar. During the two sessions listed below\, Treasury will provide an overview of the new Obligation IFR\, including explaining the amended definition of “obligation” and highlighting key examples of how related guidance and clarifications apply to implementation of SLFRF funds. Recipients will have the opportunity to submit questions in advance for the Q&A portion of the webinar. Recipients can follow along with the Obligation IFR Quick Reference Guide. See related press release\, Federal Register Notice\, and more information below. \nThe Department is hosting three public listening sessions focused and designed to gather input to inform the development of the Department’s Environmental Justice Strategic Plan.  President Biden signed Executive Order 14096\, Revitalizing Our Nation’s Commitment to Environmental Justice for All\, which directs Federal agencies to develop an Environmental Justice Strategic Plan that will: “set forth the agency’s vision\, goals\, priority actions\, and metrics to address and advance environmental justice…”  To update its Environmental Justice Strategic Plan\, the Department is organizing listening sessions in November to obtain public input to: (1) provide feedback to refine draft vision\, goals\, and objectives (attached)\, (2) identify implementation strategies\, and (3) identify priority actions to advance environmental justice. \nBelow are the links for registering for the listening sessions. This listening session was requested during the CDC/ATSDR 26th Biannual Tribal Advisory Committee (TAC) Meeting\, held on September 6-7\, 2023.\nBackground CDC has established a new Grants Governance Board (the Board) to improve how CDC administers grants and to recommend solutions that can be spread and scaled agency-wide. The Board’s primary focus is on domestic\, non-research grants and cooperative agreements. The Board’s goals are to reduce the administrative burden on grants recipients and improve the consistency of CDC grants activities. The Board – which is co-led by the National Center for State\, Tribal\, Local\, and Territorial Public Health Infrastructure and Workforce (PHIC) and the Office of Grants Services (OGS) – is internal to CDC and includes staff from across the agency with grants expertise.\nParticipants will be asked to consider the grants management lifecycle – and especially areas of recipient burden or issues related to the consistency of grants activities – as they provide input on questions including: \n\nWhat are the major areas of concern or burden?\nWhat are the quick wins the Board can address?\nWhere are opportunities for innovation?\nWhat activities should be prioritized for the Board over the next year?

This ECHO is merged the previous COVID-19 and Hepatitis C ECHOs and will focus on a different topic every month. Additionally\, clinical cases are encouraged to be submitted to gain insight into healthcare recommendations from other medical providers working in the field.  This no-cost telehealth series will be held throughout 2023 on the second Friday of every month at 11:00 am Central/12:00 pm Eastern. \nEach session will be one hour in length that will provide an opportunity for participants to: \n\nLearn about emerging infectious diseases\nGain skills on treating different infectious diseases\nContinue to stay up to date on COVID-19\n\nThis month’s session will focus on HIV. \nWho should attend? Tribal Nation health directors\, clinic staff\, physicians\, nurses\, Tribal Epidemiology Center staff\, and anyone supporting Tribal Nation citizens through the health sector are welcome to join. \nRegistration: Register in advance for the session.
