SUMMARY:U.S. Census Bureau: Tribal Consultation
DESCRIPTION:The Census Bureau respectfully requests your tribe’s participation in a virtual tribal consultation to receive feedback and comments on the Federal Register Notice (FRN) Decennial Census of Population of Americans; Proposed Residence Criteria and Proposed Regulations for Demographic Questions\, published on Thursday\, September 10\, 2026\, 2026-18481.pdf. \nThe virtual tribal consultation is scheduled for Friday\, October 2\, 2026\, from 3:00 p.m. – 4:30 p.m. ET and will be held using the Microsoft Teams webinar platform. Registration information for the tribal consultation is listed below. \nThe Census Bureau’s procedures for outreach\, notification and consultation ensure involvement of tribes\, to the extent practicable and permitted by law\, before making decisions or implementing policies\, rules\, or programs that affect federally recognized tribal governments.  These meetings are open to citizens of federally and state recognized tribes by invitation. The U.S. Census Bureau strives to promote transparency throughout the rulemaking process and ensure all affected parties are kept well informed about developments and impacts related to the decennial census short-form questionnaire by actively sharing information and updates. \nIn this instance\, the Census Bureau is providing a two-week advance notice of consultation—as opposed to the standard 30-day notice that it aims to provide—in order to ensure that it is able to meet all of the operational deadlines in advance of the 2030 Census as well as its obligations in the ongoing lawsuits related to the 2020 Census. \nThis virtual tribal consultation is an opportunity for tribes to provide feedback on the proposed addition of two new parts to the Code of Federal Regulations governing the decennial census of population and housing\, published on Thursday\, September 10\, 2026.  We value your tribe’s participation. To ensure your input is considered during the decision-making process\, comments on the FRN may be submitted electronically or by mail by Monday\, November 2\, 2026. \nElectronic Submission: Submit all electronic public comments via the Federal e-Rulemaking Portal at https://www.regulations.gov and enter USBC-2026-0628 in the Search box. Click on the “Comment” icon\, complete the required fields\, and enter or attach your comments. \nMail: Submit written comments to 4600 Silver Hill Road\, Designation: ADDEMO/FRN\, Washington\, DC 20746.

SUMMARY:Great Lakes Tribal Economic Summit
DESCRIPTION:Join us at the fifth annual Great Lakes Tribal Economic Summit\, October 6–7\, 2026\, at Soaring Eagle Casino & Resort in Mt. Pleasant\, Michigan. This two-day event brings together tribal leaders\, council members\, tribal government officials and executives from tribal enterprises in Michigan\, Wisconsin and Minnesota. \n\n\n\nWe’re shaping this year’s Great Lakes Tribal Economic Summit around what it takes to build and finance tribal economies right now — how deals come together\, get funded and how tribes are structuring growth. The agenda will cover Native finance\, housing development\, healthcare\, energy and tribal taxation\, along with practical tools like Section 105(l) leasing and real-world examples. It’s designed for tribal leaders and enterprise executives\, as well as the bankers\, attorneys\, policymakers and partners working alongside them. \n\n\n\nWe’ll also include sessions on data centers\, AI\, workforce development and drones — focused on how these sectors are emerging in tribal communities. Policy updates will track what’s happening in Washington — across federal agencies and Congress — and what it means for tribal economies\, projects and decision-making. \n\n\n\nThe goal is straightforward: give tribal leaders and partners clear\, usable information they can act on — and create space to interact directly with the people leading change across the tribal economy.

These protected projects include certain projects first placed on the IHS Facilities Construction Priority List in the early 1990s and that remain incomplete today. \nThe IHS continues to make progress on these projects. Each year\, the IHS submits a five-year facilities plan to Congress and makes it publicly available\, providing clear information on project progress\, work that remains\, and the options for advancing these projects. More information on the IHS Health Care Facilities Construction Program\, including links to the five-year plan\, is available in the attached enclosure. \nIHS Health Care Facilities Construction Priority System Informational Listening Session \nPlease make plans to join the IHS for an informational listening session on October 20\, 2026\, from 4:30 p.m. – 6:00 p.m. PDT\, during the National Congress of American Indians 83rd Annual Convention and Marketplace in Palm Springs\, California. SUMMARY:FEMA Webinars: Public Assistance Updated Reporting Requirements
DESCRIPTION:FEMA will host two webinars this month and two webinars in November to guide Public Assistance recipients and subrecipients as they prepare for new quarterly reporting requirements that will begin in January 2027. \nBeginning in January\, FEMA will require Public Assistance recipients to submit Quarterly Progress Reports (QPRs) for their large Public Assistance projects in Grants Portal to improve visibility on disaster recovery progress\, identify issues early and minimize delays. QPRs must be submitted within 30 days after the end of each fiscal year quarter. \nAutomating the current manual process will minimize errors and delays\, ensure consistency across disasters and improve data quality\, ultimately saving time and resources. Public Assistance recipients can expect a more streamlined system to help improve project data reliability and verification\, which translates to faster rebuilding of public infrastructure. \nThe 90-minute webinars are intended to prepare state\, local\, tribal and territorial partners\, including Public Assistance recipients and subrecipients\, during this transition. By attending the webinars\, participants will learn about the new reporting requirements and how to submit QPRs through Grants Portal. \nJoin one of the following webinar sessions below. No need to pre-register: \n\nJoin the Oct. 27 webinar at 10:30 a.m. EST\nJoin the Oct. 28 webinar at 2:30 p.m. EST\nJoin the Nov. 10 webinar at 10:30 a.m. EST\nJoin the Nov. 12 webinar at 2:30 p.m. EST\n\nFEMA will continue to work closely with Public Assistance recipients and subrecipients to ensure that disaster recovery projects move forward in a timely manner.

SUMMARY:106 Strong Rally
DESCRIPTION:Dear 106 Strong Coalition Leaders\, \nReserve this day on your calendars now for a powerful rally: \nMonday\, November 9\, 2026\nU.S. Capitol\, Washington D.C. \nFor sixty years\, the National Historic Preservation Act has helped protect the places that tell America’s stories: Tribal sacred sites\, historic neighborhoods\, battlefields\, burial grounds\, landmarks\, and the places where ordinary people made extraordinary history. \nNow\, those protections face one of the gravest threats in their history. \nAs the Senate prepares to consider legislation that would dismantle the National Historic Preservation Act\, 106 Strong is calling Americans to gather at the U.S. Capitol on November 9 to stand for our history\, our communities\, Tribal Nations\, and our right to be heard.  \nWe are 1\,000 organizations and Tribal Nations representing more than nine million Americans. We come from every corner of the country\, every kind of community\, and many different backgrounds. We are united by a simple conviction: \nOur history belongs to all of us. No administration or Congress should be able to destroy it without listening to the people whose lives and communities it defines.  \nOn November 9\, we will bring that message directly to the nation’s capital. We invite Tribal citizens\, preservationists\, historians\, architects\, archaeologists\, museum professionals\, students\, community advocates\, and everyone who cares about America’s heritage to join us. \nCome to Washington. Bring your colleagues. Bring your friends. Bring the stories of the places you love.  \nWe will gather peacefully\, stand together\, and call on Congress to reject legislation that weakens protections for America’s historic and cultural places.
