The IHS COVID-19 sessions convene IHS, tribal and urban area providers from around the U.S., many working in rural areas with limited resources, in crucial real-time, peer-to-peer clinical learning.
IHS national clinical consultants for Emergency Medicine and Infectious Disease present and lead discussions on topics including
- COVID-19 clinical updates,
- situation reports, and
- local-area response.
This allows local providers and national experts to discuss urgent focus areas and new developments in COVID-19 screening, treatment, and management of post-infection syndromes.
The sessions occur on the first and third Thursday of each month and include a clinical update by the IHS Chief Clinical Consultant for Infectious Disease, an update from IHS headquarters, case presentations and a brief didactic presentation.

SGCETC is hosting a webinar with HRSA to discuss the Provider Relief Fund (see below for registration). HRSA notified us that it will not be able to participate in a live discussion or answer questions during the webinar because all HRSA responses need to be reviewed and approved internally. Rather, during the webinar, HRSA will provide an overview presentation and then answer the questions that we submit in advance.

Susan Marsiglia Gray, Director of the Health Resources and Services Administration (HRSA) Office of Provider Support’s Division of Policy and Program Operations, will provide an overview and will seek to answer your questions related to the PRF.
The Coronavirus Aid, Relief, and Economic Security (CARES) Act (P.L. 116-136), the Paycheck Protection Program and Health Care Enhancement (PPPHCE) Act (P.L. 116-139), and the Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act (P.L. 116-123) appropriated funds to reimburse eligible healthcare providers for healthcare related expenses or lost revenues attributable to coronavirus. These funds were distributed by HRSA through the PRF program.

FCC Emergency Broadband Benefit Program Roundtable
On Friday, February 12, 2021 at 10:00 a.m. the Federal Communications Commission (FCC) will host a roundtable discussion on the Emergency Broadband Benefit Program. The event will include remarks from FCC Acting Chairwoman Jessica Rosenworcel, as well as Commissioners Carr, Starks and Simington, followed by a diverse set of panelists. The roundtable is open to the public and can be livestreamed at https://www.fcc.gov/live.
The $3.2 billion Emergency Broadband Benefit Program was created by Congress in the Consolidated Appropriations Act, 2021. Through the program, eligible households may receive a discount off the cost of broadband service (up to $50.00 per month and, on Tribal lands, the monthly discount may be up to $75.00 per month) and certain connected devices during an emergency period relating to the COVID-19 pandemic. Participating providers can be reimbursed for such discounts.
The roundtable discussion will consist of two, fifty-minute question-and-answer panels. The first panel will focus on how to build awareness for the Emergency Broadband Benefit Program and how to create an effective enrollment process for consumers. The second panel will discuss broadband provider participation and consumer choice in the Emergency Broadband Benefit Program.

The House Committee on Oversight and Reform released its proposal for Coronavirus Relief.
Proposed legislation includes:
- $20 billion to federally recognized Tribal governments.
- $1 billion divided equally
- $19 billion divided as determined by the Secretary of the Treasury
Eligible Use of Funds:
(A) respond to or mitigate the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19) or its negative economic impacts;
(B) cover costs incurred as a result of such emergency;
(C) replace revenue that was lost, delayed, or decreased (as determined based on revenue projections for the State, Tribal Government, or territory as of January 27, 2020) as a result of such emergency; or
(D) address the negative economic impacts of such emergency.Funds are available until expended and will be awarded directly from Treasury within 60 days of enactment.
The term ‘Tribal Government’ means the recognized governing body of any Indian or Alaska Native tribe, band, nation, pueblo, village, community, component band, or component reservation, individually identified (including parenthetically) in the list published most recently as of the date of enactment of this Act pursuant to section 104 of the Federally Recognized Indian Tribe List Act of 1994 (25 U.S.C. 5131).

Press Release: Chairwoman Maloney Announces Markup of Coronavirus Relief Measures

Washington, D.C. (Feb. 9, 2021)—On Friday, February 12, 2021, at 12:00 p.m. EST, Rep. Carolyn B. Maloney, the Chairwoman of the Committee on Oversight and Reform, will hold a business meeting to consider legislation that will directly provide states, localities, Tribes, and territories with funding to fight the coronavirus pandemic and its devastating economic impacts.
“As our nation continues to combat the coronavirus pandemic, Congress must take bold, urgent action to confront this crisis and show the American people that help is on the way,” Chairwoman Maloney said. “This week, the Oversight and Reform Committee will consider legislation to provide direct funding to state and local governments striving to deliver critical services to struggling families and save the jobs of essential public servants like teachers, firefighters, and other first responders during the coronavirus pandemic.”
In addition to allocating $350 billion in funding to states, localities, Tribes, and territories, the Committee’s Fiscal Year 2021 Reconciliation Act provisions include $570 million for emergency leave for federal and postal workers, and $117 million for oversight entities to promote transparency and accountability of all federal coronavirus relief funds.

Tribal Leader COVID-19 Town Hall: $1.9T Reconciliation Package
NAFOA is coordinating with several national organizations to convene a Tribal Leader Town Hall tomorrow Friday, February 12, 2021 at 3:00 EST to discuss the $1.9 trillion COVID-19 relief package - which includes a proposed $20 billion tribal relief fund - that Congress is expected to pass next week using budget reconciliation rules.
"Reconciliation" is a process by which Congress can pass legislation with a simple majority. This process can be enacted once a fiscal year and is limited to items related to taxes, spending, and the debt limit. The narrow Democratic margins for controlling Congress make reconciliation the only available vehicle to pass more COVID-19 stimulus measures without Republican support.
The proposed legislation has several additional tribal provisions, a summary of these provisions can be found below. Further information including an agenda and speakers will be available Friday morning.
The Town Hall will be in a webinar format and will center around how the new legislation impacts tribal governance, health, and economic development. We will discuss the provisions that relate to Indian Country, and will also leave time for questions.
Tribal Provisions from the Proposed Legislation Include:
- Agriculture (Press Release):
- Assistance and Support for Socially Disadvantaged Farmers, Ranches, Forest Land Owners and Operators, and Groups
- $1.01 billion appropriated to agriculture for 2021 fiscal year and to remain available until expended.
- The Secretary shall use the amounts made available to support and supplement research, education, scholarships and programs that provide internships to Alaska Native and Native Hawaiian serving institutions that are eligible to receive grants under the National Agricultural Research, Extension and Teaching Policy Act of 1977.
- $1.01 billion appropriated to agriculture for 2021 fiscal year and to remain available until expended.
- Extends the 15% SNAP benefit increase through September 30, 2021
- Assistance and Support for Socially Disadvantaged Farmers, Ranches, Forest Land Owners and Operators, and Groups
- Education and Labor (Summary):
- Bureau of Indian Education
- $850 million to be allocated by the Secretary of the Interior not more than 30 days after the Act is authorized, for programs operated or funded by the Bureau of Indian Education (“BIE”), Bureau-funded schools, and Tribal Colleges or Universities.
- Child Care and Development Block Grant Program
- $14.99 billion will remain available through September 30, 2021 to carry out the Child Care and Development Block Grant Act of 1990 (“CCDBG”). Such funds are authorized for use by states, territories, Indian Tribes and Tribal Organizations for child care assistance to health care sector employees, emergency responders, sanitation workers, and other workers deemed essential during the response to the coronavirus without income eligibility requirements.
- Child Care Stabilization
- $23.975 billion will remain available through September 30, 2021 through CCBDG for eligible child care providers of Indian Tribes and Tribal organizations for use in accordance with CCBDG.
- Programs for Survivors
- The Family Violence Prevention and Services Act is amended to add additional funding for the fiscal year 2021, to remain available until spent. $18 million to carry out grants for Indian Tribes. $1 million each fiscal year to support Indian communities under the National Domestic Violence Hotline Grant.
- Increased federal minimum wage to $15/hour
- Bureau of Indian Education
- Energy and Commerce (Press Release)
- $6.094 billion in funding for tribal health programs
- Provides 100% FMAP for care provided in Urban Indian Health Clinics
- Financial Services (Summary):
- $750 million for housing assistance and supportive services programs for Native Americans
- $455 million: Indian Housing Block Grants ($450m) and Native Hawaiian Housing Block Grants ($5m)

Dear Tribal Leaders and Tribal Education Professionals,
Please see the invitation for Tribal leadership and Tribal education stakeholders to attend the Bureau of Indian Education’s (“BIE”) virtual listening sessions scheduled for 3:00PM - 5:00PM (EST) on Wednesday February 24, and Thursday, February 25, 2021. These listening sessions will principally focus on funding and distribution matters related to the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (P.L. 116 – 260).
The BIE plans to review the distribution of funding recently received from the U.S. Department of Education (ED) under the CRRSA to support BIE school and TCU response and recovery requirements. Topics to be discussed during the listening session include:
- Details on the funding distribution,
- The set-asides for both emergency needs and administrative costs,
- Statutory requirements for the use of funds.
The BIE will also provide an overview regarding: 1) the issuance of a blanket waiver of certain 25 CFR subchapter E regulatory requirements to ensure appropriate considerations for Indian School Equalization Program (ISEP) and transportation funding for school year 2021-2022 in light of the COVID-19 pandemic; and 2) additional 25 CFR subchapter E regulatory requirement considerations which have been requested.

DescriptionThe Indian Health Service COVID-19 Vaccine Task Force (VTF) is working to operationalize COVID-19 vaccines approved under an Emergency Use Authorization (EUA). The first two COVID-19 vaccines approved under an EUA have been available for over a month in the US. There are many lessons learned since the initial launch of the vaccines, and we will share important details about the process of storing, monitoring, administering, and documenting vaccines. This series of webinars will inform healthcare team members at all levels about clinical aspects, logistics and complexities of the novel COVID-19 vaccines.
Outcomes/Objectives
- Examine vaccine allocations from Federal Vaccine Response Operation, IHS distribution processes and platforms for reviewing vaccine administration data.
- Apply lessons learned in the first month of vaccine use for the two products currently approved under an EUA.
- Examine available data on the safety of the vaccines approved under an EUA that has been collected to date.
- Describe vaccine products on the horizon – looking forward to the next potential COVID-19 vaccines.

Native News Online is hosting a Native-centered live stream on Zoom via Facebook Live on February 25. The program is designed to create vaccination awareness and vaccine hesitancy in Indian Country.
The one-hour forum, Covid-19 Vaccinations in Indian Country, will feature health experts, including Navajo Nation President Jonathan Nez, Cherokee Nation Principal Chief Chuck Hoskin, Jr., Dr. Melvina McCabe (Diné), retired professor and researcher at University of New Mexico Medical School and Stacy A. Bohlen (Sault Ste. Marie Tribe of Chippewa Indians), CEO, National Indian Health Board.
As with the rest of the country, relief is needed. Much hope for relief exists because of vaccines that have been approved by the U.S. Food and Drug Administration (FDA).
However, there is a question of how hesitant American Indians will be to take the vaccine. Join us for this informative and timely one-hour forum.
