USDA’s Animal and Plant Health Inspection Service (APHIS) has developed a Strategic Framework outlining our approach to fulfill a key charge within the American Rescue Plan Act to better protect people and animals from SARS-CoV-2, the virus that causes COVID-19. The Framework serves as a roadmap to build One Health capacity and strengthen APHIS’ ability to prevent, detect, investigate and respond to SARS-CoV-2 as well as other emerging and zoonotic diseases. Collectively, the key actions within the Framework will enable USDA to build an early warning system to alert public health partners to take steps sooner to potentially prevent or limit the next zoonotic disease outbreak, or the next global pandemic.
We are interested in your feedback on the Strategic Framework and will accept written comments for 45 days via Regulations.gov from Tuesday, August 24 to Friday, October 8, 2021.
APHIS is also hosting a series of webinars to provide more information about the Strategic Framework and answer any questions you may have. Our hope is that this additional information will support your ability to submit written comments.
The format and information shared during each webinar will be identical. Certain webinars are geared toward a specific audience, but you are welcome to join any webinar that best fits your schedule. The IHS COVID-19 sessions convene IHS, tribal and urban area providers from around the U.S., many working in rural areas with limited resources, in crucial real-time, peer-to-peer clinical learning.
IHS national clinical consultants for Emergency Medicine and Infectious Disease present and lead discussions on topics including
This allows local providers and national experts to discuss urgent focus areas and new developments in COVID-19 screening, treatment, and management of post-infection syndromes.
The sessions occur on the first and third Thursday of each month and include a clinical update by the IHS Chief Clinical Consultant for Infectious Disease, an update from IHS headquarters, case presentations and a brief didactic presentation.

From setting tribal priorities, to building infrastructure, to managing and sustaining projects, the American Rescue Plan Act (ARPA) presents an unprecedented opportunity for the 574 federally recognized tribal nations to use their rights of sovereignty and self-government to strengthen their communities. As the tribes take on the challenges presented by the Act, the Ash Center’s Harvard Project on American Indian Economic Development is hosting a series designed to assist tribes, to help tribes learn from each other and from a wide array of guest experts. During this session, the seventh in the series, following a round of discussion between the panelists a brief Q+A session will be held to maximize the opportunities for audience participation.

Modeling a traditional "Kawe" (Comanche term for "gathering of people"), the National Council of Urban Indian Health presents a facilitated discussion on infection, prevention, and control (IPC) best practices for operating UIOs during the global pandemic amidst emerging COVID-19 variants. Attendees will have the opportunity to ask questions, share concerns, strategies, and tactics in managing their IPC program with a subject matter expert from the CDC.

We’ve reached an inflection point in our fight against COVID-19. New variants have contributed to dramatic increases in cases, and breakthrough infections among those who have been vaccinated threaten to further undermine public confidence. The time for PSAs and “raising awareness” is long past. Those who are not yet vaccinated need more than additional awareness. They need compelling, highly targeted, and persuasive messages that address their specific obstacles to change.
During our encore 1-hour digital learning event and Q&A, Rescue Agency Founder and President, Jeffrey Jordan, MA, and Sr. Research Scientist, Carolyn Stalgaitis, MPH, will explore persuasive messaging strategies to reach vaccine-hesitant audiences and best practices in equitable communications to meet and engage specific populations where they are with the right messages.

The National Indian Health Board (NIHB), is hosting the second webinar in the #ACTOFLOVE COVID-19 Vaccine Webinar Series co-hosted with the Association of American Indian Physicians (AAIP).
Native youth across the country are getting a COVID vaccine for various reasons -- going back to school, playing sports, and protecting their family and communities. Native youth and parents, young people, and Tribal community members are invited to join the webinar to hear from an American Indian physician about the science and process behind the vaccines. Vaccinated Native youth also share their own stories about doing the research and deciding to get the shot.
Speakers:
This webinar is focused on knowledge sharing and helping Tribal communities vaccinate AI/AN youth as well as help parents/caregivers discuss the COVID-19 vaccines with youth. The National Indian Health Board (NIHB) is hosting a listening session on COVID-19 Vaccines for youth to further the discussion around current challenges and needs as well as best practices for COVID-19 vaccines hesitancy in Indian Country. American Indian and Alaska Native youth as young as 12 years old are now eligible to get a COVID-19 vaccine.
NIHB invites Tribal leaders, Tribal health administrators, Tribal public health staff, Tribal advocates, stakeholders, and citizens to share with their peers the experiences and best approaches to getting community members vaccinated over the last few months. Information gathered will inform NIHB's ongoing advocacy and awareness efforts.

The Indian Health Service COVID-19 Vaccine Task Force (VTF) operationalized COVID-19 vaccines approved under an Emergency Use Authorization (EUA) or now fully licensed by the Food and Drug Administration. COVID-19 vaccine recommendations continue to evolve and change, with expiration date extensions, safety announcements, expanded age authorizations, and additional doses for certain previously vaccinated populations.
