USDA’s Animal and Plant Health Inspection Service (APHIS) has developed a Strategic Framework outlining our approach to fulfill a key charge within the American Rescue Plan Act to better protect people and animals from SARS-CoV-2, the virus that causes COVID-19. The Framework serves as a roadmap to build One Health capacity and strengthen APHIS’ ability to prevent, detect, investigate and respond to SARS-CoV-2 as well as other emerging and zoonotic diseases. Collectively, the key actions within the Framework will enable USDA to build an early warning system to alert public health partners to take steps sooner to potentially prevent or limit the next zoonotic disease outbreak, or the next global pandemic.

We are interested in your feedback on the Strategic Framework and will accept written comments for 45 days via Regulations.gov from Tuesday, August 24 to Friday, October 8, 2021.

The IHS COVID-19 sessions convene IHS, tribal and urban area providers from around the U.S., many working in rural areas with limited resources, in crucial real-time, peer-to-peer clinical learning.
IHS national clinical consultants for Emergency Medicine and Infectious Disease present and lead discussions on topics including
- COVID-19 clinical updates,
- situation reports, and
- local-area response.
This allows local providers and national experts to discuss urgent focus areas and new developments in COVID-19 screening, treatment, and management of post-infection syndromes.
The sessions occur on the first and third Thursday of each month and include a clinical update by the IHS Chief Clinical Consultant for Infectious Disease, an update from IHS headquarters, case presentations and a brief didactic presentation.

Vaccine Hesitancy: How to Change Minds to Change Behaviors
We’ve reached an inflection point in our fight against COVID-19. New variants have contributed to dramatic increases in cases, and breakthrough infections among those who have been vaccinated threaten to further undermine public confidence. The time for PSAs and “raising awareness” is long past. Those who are not yet vaccinated need more than additional awareness. They need compelling, highly targeted, and persuasive messages that address their specific obstacles to change.
During our encore 1-hour digital learning event and Q&A, Rescue Agency Founder and President, Jeffrey Jordan, MA, and Sr. Research Scientist, Carolyn Stalgaitis, MPH, will explore persuasive messaging strategies to reach vaccine-hesitant audiences and best practices in equitable communications to meet and engage specific populations where they are with the right messages.
You’ll learn how to:
- Segment populations based on their unique hesitancies and obstacles to getting vaccinated.
- Create compelling and targeted messages to equitably persuade vaccine-hesitant populations.
- Set your vaccination initiatives up for success by avoiding common pitfalls and asking the right questions from the start.

Do Your Research: Empowering Native Youth to Get Vaccinated
The National Indian Health Board (NIHB), is hosting the second webinar in the #ACTOFLOVE COVID-19 Vaccine Webinar Series co-hosted with the Association of American Indian Physicians (AAIP).
Native youth across the country are getting a COVID vaccine for various reasons -- going back to school, playing sports, and protecting their family and communities. Native youth and parents, young people, and Tribal community members are invited to join the webinar to hear from an American Indian physician about the science and process behind the vaccines. Vaccinated Native youth also share their own stories about doing the research and deciding to get the shot.

NIHB COVID-19 Vaccine Listening Session
The National Indian Health Board (NIHB) is hosting a listening session on COVID-19 Vaccines for youth to further the discussion around current challenges and needs as well as best practices for COVID-19 vaccines hesitancy in Indian Country. American Indian and Alaska Native youth as young as 12 years old are now eligible to get a COVID-19 vaccine.

Treasury Homeowner Assistance Fund Information Session Co-Hosted by USET SPF and Partner Orgs
The United States Treasury Department has reached out to USET SPF and several of our partner organizations to co-host an information session on the Treasury Homeowner Assistance Fund (HAF) established by the American Rescue Plan Act. The HAF provides funding to Tribal Nations, states, and territories to prevent mortgage delinquencies and defaults, foreclosures, loss of utilities or home energy services, and displacement of homeowners experiencing financial hardship after January 21, 2020. Funds from HAF may be used for assistance with mortgage payments, homeowner’s insurance, utility payments, and other specified purposes.
A total of $498 million has been set aside for Tribal Nations and the Department of Hawaiian Homelands, a portion of which has been allocated to each Tribal Nation based on the allocation formulas used for the Emergency Rental Assistance Program under the Consolidated Appropriations Act, 2021. The deadline for Tribal Nations to submit a Notice of Funds Request is September 30th. Treasury currently has lower submission rates from several regions, including the USET SPF region. Treasury seeks to increase awareness about this opportunity and facilitate more Treasury-Tribal leader engagement. During the information session, Treasury HAF program staff will give an overview of the program and take Tribal leader, staff, and Tribally Designated Housing Entity (TDHE) questions.

- New Options for Tribal Employers to Use the Marketplace for Employer-Sponsored Coverage (and to Access Comprehensive Indian-Specific Cost-Sharing Protections)
During the Webinar, we will discuss:
- Opportunities for Tribes to “sponsor” IHS-eligible individuals in health insurance coverage through a Marketplace in order to access substantial federal resources.
- Review the mechanics of Marketplace enrollment, as well as highlight efforts made by the federal government to facilitate access to comprehensive cost-sharing protections.

The Indian Health Service COVID-19 Vaccine Task Force (VTF) operationalized COVID-19 vaccines approved under an Emergency Use Authorization (EUA) or now fully licensed by the Food and Drug Administration. COVID-19 vaccine recommendations continue to evolve and change, with expiration date extensions, safety announcements, expanded age authorizations, and additional doses for certain previously vaccinated populations. This webinar will inform healthcare team members at all levels about recent updates, future directions and complexities of the novel COVID-19 vaccines.

CDC COCA Call: Evaluating and Supporting Patients Presenting With Fatigue Following COVID-19
During this COCA Call, presenters will discuss Post-COVID conditions (PCC), an umbrella term for the wide range of health consequences present four or more weeks after infection with SARS-CoV-2, which includes Long-COVID. It can be difficult to distinguish symptoms of fatigue and post-exertional malaise caused by PCC from symptoms that occur for other reasons. The American Academy of Physical Medicine and Rehabilitation (AAPM&R) has recently published a Multi-Disciplinary Collaborative Consensus Guidance Statement on the Assessment and Treatment of Fatigue in PCC. It provides practical guidance to clinicians when assessing and treating individuals with fatigue and a history consistent with PCC. The burden of PCC is expected to reflect the disproportionate burden of infection by race, ethnicity, and socioeconomic status and to highlight ongoing inequities in healthcare. The Health Equity Work Group of the AAPM&R has developed guidance to highlight the central role that principles of diversity, equity, and inclusion play in delivering quality healthcare.
