Congressional - Tribal Leader Discussion on Tribal Relief Fund Formula
House Speaker Nancy Pelosi and Representative Sharice Davids will join Monday's Congressional & Tribal Leader Discussion hosted by NAFOA and NCAI on a possible formula for distributing the $20 billion Tribal Relief Fund.
The discussion will also include several other House Ways & Means Committee members and will take place this Monday, March 1, 2021 at 1:00 EST.
The Tribal Relief Fund is within the $1.9 trillion reconciliation relief package currently being considered by Congress.

FEMA Virtual Consultation on COVID-19 Funeral Assistance for Tribal Nations
In December 2020, Congress passed, and the President signed, the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 into law as part of the Consolidated Appropriations Act of 2021. The law provides FEMA with an unprecedented $2 billion to reimburse individuals and households for COVID-19-related funeral expenses incurred between January 20, 2020 and December 31, 2020 at 100% federal cost-share.
FEMA would like to hear tribal concerns on the process to support the delivery of funeral assistance. Therefore, FEMA is hosting a virtual tribal consultation session to receive input from tribal nations on funeral assistance policies and procedures. This consultation session will take place virtually on March 4, 2021, 2:00-4:00 P.M. ET.
During the event, FEMA staff will provide an overview of FEMA funeral assistance, the key provisions of the proposed interim policy, and the simplified delivery process and procedures being advocated to reduce the administrative burden on tribal governments and eligible applicants.Written Comments:

The IHS COVID-19 sessions convene IHS, tribal and urban area providers from around the U.S., many working in rural areas with limited resources, in crucial real-time, peer-to-peer clinical learning.
IHS national clinical consultants for Emergency Medicine and Infectious Disease present and lead discussions on topics including
- COVID-19 clinical updates,
- situation reports, and
- local-area response.
This allows local providers and national experts to discuss urgent focus areas and new developments in COVID-19 screening, treatment, and management of post-infection syndromes.
The sessions occur on the first and third Thursday of each month and include a clinical update by the IHS Chief Clinical Consultant for Infectious Disease, an update from IHS headquarters, case presentations and a brief didactic presentation.

What Every Clinician Should Know about COVID-19 Vaccine Safety and Effectiveness and How to Address Patient Questions and Concerns
Overview
COVID-19 vaccines are safe and effective. More than 50 million people in the United States have received COVID-19 vaccines, and these vaccines have undergone the most intensive safety monitoring in U.S. history. This monitoring includes using both established and new safety monitoring systems to make sure that COVID-19 vaccines are safe.
During this COCA call, clinicians will receive an update on COVID-19 vaccine safety and effectiveness for the Pfizer-BioNTech and Moderna vaccines, including data on COVID-19 vaccine safety in pregnancy. Clinicians will also get information about the v-safe COVID-19 Pregnancy Registry, which collects additional health information that helps CDC monitor the safety of COVID-19 vaccines in people who are pregnant.
As more people in the U.S. become eligible to receive COVID-19 vaccines, clinicians are likely to hear increasing questions and concerns from patients who want more information about the safety and effectiveness of COVID-19 vaccines. It is natural for people to have these questions, and clinicians play a critical role in answering them. In this call, clinicians will learn effective strategies for responding to safety and efficacy questions they may hear, and in doing so, promote confidence, communication, and update of COVID-19 vaccines.

- $2 billion for lost third-party revenue;
- $500 million for additional health care services, including through the
Purchased/Referred Care program; - $140 million for information technology, telehealth infrastructure, and the IHS
Electronic Health Record; - No less than $84 million for Urban Indian Organizations;
- $600 million for necessary expenses to plan, prepare for, promote, distribute, administer, and track COVID-19 vaccines and other related activities;
- $1.5 billion for COVID-19 testing, contact tracing, and other related activities;
- $240 million for public health workforce and other related activities;
- $420 million for mental health and substance abuse prevention and treatment services;
- $600 million for construction, maintenance, equipment, and other related activities
necessary for COVID-19 response; and - $10 million for the delivery of potable water.
These funds are proposed to be available to support eligible expenses dating back to January 31, 2020, which is the date that the COVID-19 public health emergency was declared. If enacted by Congress, the funds will be provided on a one-time, non-recurring basis, and can only be used for the purposes outlined in the final bill.

USDA Food Purchase Tribal Listening Session
The U.S. Department of Agriculture (USDA) Office of Tribal Relations (OTR) and Agricultural Marketing Service (AMS) seeks comments on the development, coordination, and implementation of a food purchase and distribution program intended to provide additional aid to nonprofits serving Americans in need of nutrition assistance. If implemented, the program will serve as a successor to the temporary food box purchase program created in April 2020 in response to the rapidly developing crisis within the food supply chain and increased joblessness due to COVID19. While the food box effort served some communities well, it faced challenges in others.
Written Comments: Written comments can be submitted through midnight ET on March 31, 2021, via online portal or by email to AMSCOVIDStimulus@usda.gov or Tribal.Relations@usda.gov. We welcome feedback from all interested parties, and we appreciate early response.

FEMA Tribal Consultation on Public Assistance COVID-19 Safe Opening and Operating Costs Interim Policy
Under the March 13, 2020, Coronavirus (COVID-19) nationwide emergency declaration and subsequent major disaster declarations for COVID-19, tribal, state, local, and territorial government entities and certain private nonprofit organizations are eligible to apply for assistance under the FEMA Public Assistance Program.
On January 21, 2021, the President issued the “Memorandum to Extend Federal Support to Governors’ Use of the National Guard to Respond to COVID-19 and to Increase Reimbursement and Other Assistance Provided to States,” which authorized FEMA to provide funding to Public Assistance applicants, including tribes, for the safe opening and operation of eligible facilities (e.g., eligible schools, child-care facilities, non-congregate shelters, domestic violence shelters, transit systems, and other eligible applicants). Such assistance “may include funding for the provision of personal protective equipment and disinfecting services and supplies.”
FEMA is developing an interim policy, COVID-19 Pandemic: Safe Opening and Operation Work Eligible for Public Assistance, which defines the framework, policy details, and requirements for determining the eligibility of work and costs incurred to facilitate the safe opening and operation of eligible facilities. FEMA funding under this interim policy will be provided for costs incurred between January 21, 2021, to September 30, 2021 and will be provided at 100% Federal funding.
FEMA is seeking tribal input on the COVID-19 Pandemic: Safe Opening and Operation Work Eligible for Public Assistance (Interim), FEMA FP Policy 104-21-0003. Therefore, FEMA is hosting a teleconference tribal consultation session to receive input from tribal nations on this interim policy. This consultation session will take place on Friday, March 19, 2021, 3:00 to 4:00 ET.
During the event, FEMA staff will provide an overview of key provisions of the proposed interim policy, and the delivery process and procedures that will be utilized for implementation.

Center for Indian Country Development (CICD) Director Casey Lozar invites you to the launch of our CICD Policy Webinar Series, a set of virtual forums focused on understanding and addressing the systemic limitations and structural barriers that constrain tribal self-determination and the modernization of tribal economies. The series will inform policymakers and their advisors on how tribal governments labor to provide an optimal yet shifting mix of public goods and services under conditions of scarcity and limited autonomy. Throughout the series, thought leaders will explore potential policy actions that can improve the collective good of Indian Country.
The series kicks off on March 24 with a session focused on the question “How Are Tribal Economies Faring Amidst the COVID-19 Pandemic?” Due to COVID-19’s disproportionate impact on service-oriented industries such as gaming, Indian Country is especially vulnerable to this period of economic contraction. At the kick-off event, join tribal policy experts, economists, researchers, and tribal leaders in a national policy conversation around the delivery of government services and how tribal governments are making difficult choices to adapt to the COVID-19 pandemic and strategize into the future. Speakers will:
- Provide a snapshot of the challenges and contrived limits tribal governments confront to provide public goods in Indian Country;
- Discuss how the coronavirus pandemic is amplifying limitations of public infrastructure, and how tribes are responding; and

Funding Amount:
- $1 billion to be split equally between the 574 federally recognized tribes
- $19 billion to be split between tribal governments in a process determined by the Treasury
- $498 million Tribal set-aside within the Treasury’s Homeowners Assistance Program for Tribes and Native housing programs
- $500 million for Tribal governments to support capital investments in Native businesses within Treasury’s State Small Business Credit Initiative
- $100 million for Capital Projects Funds to Tribal governments and the State of Hawaii.
Local Assistance and Tribal Consistency Fund- $250 million to allocate to eligible Tribal governments
