COVID-19 Health Equity Task Force Final Report Briefing: American Indian and Alaska NativeCOVID-19 Health Equity Task Force Final Report Briefing: American Indian and Alaska Native
On Thursday, the Presidential COVID-19 Health Equity Task Force presented two deliverables during their final public meeting. The first deliverable is the Final Report, which includes four overarching suggested outcomes as the Task Force vision for change, five proposed priority actions to spur this change and of course, 55 final recommendations intended to disrupt the predictability of who is harmed first and harmed worst in times of national crisis. This work was unanimously approved in the September 2021 Task Force meeting. While this is the final public meeting for the Task Force, the work is not done. To effect change and monitor progress to advance health equity for all, the Task Force presented a second deliverable which includes a proposed implementation plan and suggested accountability framework. This proposed plan and framework was discussed and voted upon as well.
As part of the release of the Final Report and proposed implementation plan, the Task Force will be hosting stakeholder briefings with the Department of Health and Human Services (HHS) Office of Intergovernmental and External Affairs and with the White House Office of Public Engagement.

Infectious Disease Regional Institute: IHS Bemidji and Nashville Service Areas
The National Indian Health Board (NIHB) is excited to announce the 2021 Infectious Disease Regional Institute. The Institute will be virtually held on Thursday, November 4, 2021.
NIHB is hosting three free regional institutes to provide a learning environment for Tribal frontline personnel and communities experiencing significant disease outbreaks to strategize how to apply guidelines, connect with existing resources and tools, and train on using existing tools for COVID-19 response and recovery efforts. The first regional institute will be held on November 4, 2021, for the IHS Bemidji and Nashville service areas. The dates for the remaining two regional institutes are to be determined. CME, APA/NBCC, and NAADAC continuing education credits will be offered.
Target Audience
This Institute is targeted towards physicians, nurse practitioners, nurses, school nurses, pharmacists, health educators, medical and nursing students, and other health care providers and public health professionals interested in updating their knowledge and skills on infectious diseases, outbreak strategies, and patient communication.Registration information is coming soon.

Ask Your Burning Questions: COVID-19 Vaccines and Booster Shots
The National Indian Health Board (NIHB) is hosting the first event in the COVID-19 Ask Me Anything (AMA) Series. American Indians and Alaska Natives (AI/ANs) across the country are getting a COVID vaccine for various reasons -- going back to school, playing sports, and protecting their family and communities. Native youth and parents, young people, and Tribal community members are invited to join the AMA to ask any questions they might have about COVID-19 vaccines or booster shots to an expert from the Centers for Disease Control and Protection (CDC). This AMA is focused on knowledge sharing and helping Tribal communities dispel any myths about COVID-19 vaccines and booster shots. Submit questions ahead of time with this form so presenter(s) have time to review them. Please come prepared to ask questions or share your own insights and experiences. The presenter will be Dr. Kimberley Fox, the director of the Division of Bacterial Diseases (DBD) within CDC’s National Center for Immunization and Respiratory Diseases (NCIRD). Dear Tribal Leaders,
On November 4, the U.S. Department of Labor’s Occupational Safety and Health Administration announced a new emergency temporary standard to protect more than 84 million workers from the spread of the coronavirus on the job. The nation’s unvaccinated workers face grave danger from workplace exposure to coronavirus, and immediate action is necessary to protect them. Under this standard, covered employers must develop, implement and enforce a mandatory COVID-19 vaccination policy, unless they adopt a policy requiring employees to choose to either be vaccinated or undergo regular COVID-19 testing and wear a face covering at work.
OSHA is offering robust compliance assistance to help businesses implement the standard, which can be found at this landing page.

The Indian Health Service COVID-19 Vaccine Task Force (VTF) operationalized COVID-19 vaccines approved under an Emergency Use Authorization (EUA) or now fully licensed by the Food and Drug Administration. COVID-19 vaccine recommendations continue to evolve and change, with expiration date extensions, safety announcements, expanded age authorizations, and additional doses for certain previously vaccinated populations. This webinar will inform healthcare team members at all levels about recent updates, future directions and complexities of the novel COVID-19 vaccines.
Outcomes/Objectives:
- Describe the approved schedule, storage, handling, and administration recommendations for the Pfizer-BioNTech pediatric (age 5-11) COVID-19 vaccine.

FEMA Public Assistance in Support of COVID-19 Vaccine Administration to Children
FEMA’s Public Assistance program will reimburse 100% of eligible costs associated with administering vaccines to children and adults until December 31, 2021. After December 31, 2021, FEMA funding for COVID-19 response will continue, however the percentage of costs covered may change. FEMA will reimburse the cost of a wide range of activities associated with vaccine administration including community engagement and information dissemination to promote vaccination availability, scheduling, and accessibility as well as activities to increase public confidence in and uptake of COVID-19 vaccines.

Who can request funding?
Vaccination funding is being provided under FEMA’s Public Assistance program and available to state, local, tribal, and territorial (SLTT) governments and eligible private nonprofit organizations that own or operate medical facilities carrying out vaccination administration activities for people of any CDC-approved age. SLTT governments may also contract with medical providers, including private for-profit entities, to carry out any eligible vaccination activity described in FEMA’s Coronavirus (COVID-19) Pandemic: Medical Care Eligible for Public Assistance (Interim) (Version 2) policy. Funding is provided on a reimbursement basis and FEMA will prioritize reimbursement to ensure funding is not a barrier to quick, effective, and equitable vaccination efforts.What will funding support?
FEMA will fund eligible vaccination activities including:- Vaccination facilities including community vaccination centers, mass vaccination sites and mobile vaccinations including necessary security and other services for sites.
- Medical and support staff including contracted and temporary hires to administer vaccinations.
- Training and technical assistance specific for individuals storing, handling, distributing, and administering of COVID-19 vaccinations.
- Personal protective equipment, other equipment, supplies, and materials required for storing, handling, distributing, and administering COVID-19 vaccinations.
- Transportation support such as refrigerated trucks and transport security, for vaccine distribution as well as reasonable transportation to and from the vaccination sites for children and families with limited or no mobility to get to a vaccine site.
- Onsite infection control measures and emergency medical care for children and families at vaccination sites.
- Communication efforts that keep the public informed including public messaging campaigns, public service announcements, flyers, newspaper advertisements, websites, translation services, in-person community engagement, and call centers or websites to assist with scheduling appointments or answering questions for children and their families.
Is funding available for vaccines for children?
Activities associated with providing vaccines to children between the ages of 5-11, administered in accordance with FDA Emergency Use Authorizations, are eligible for funding. Vaccines were previously approved for children age 12 and older as well as adults.FEMA encourages applicants for Public Assistance funding to work with other community partners in communicating with and engaging the public to support full implementation of COVID-19 vaccinations. The U.S. Department of Health and Human Services has also launched a COVID-19 public education campaign at COVID-19 Community Corps | WECANDOTHIS.HHS.GOV. The public education campaign is a national initiative to increase public confidence in and uptake of COVID-19 vaccines while reinforcing basic prevention measures such as mask wearing and social distancing.
FEMA remains committed to supporting COVID-19 vaccinations for children and their families of Tribal Nations as they become eligible through FDA and CDC approvals and guidelines.

The Centers for Disease Control and Prevention (CDC) has published several studies characterizing antibiotic prescribing during the COVID-19 pandemic in outpatient, nursing home, and hospital settings. Findings from these studies and others inform opportunities to improve antibiotic use and guide the development of resources to support healthcare professionals and health systems. Case studies representing common clinical scenarios will be discussed to support decisions related to antibiotic prescribing.
During this COCA Call, clinicians, pharmacists, and public health partners will learn about the impact of the COVID-19 pandemic on antibiotic prescribing and strategies for optimizing antibiotic prescribing.

CMS All Tribes Webinar on the COVID-19 Health Care Staff Vaccination Interim Final Rule
The Centers for Medicare & Medicaid Services (CMS) Division of Tribal Affairs, in collaboration with the CMS Center for Clinical Standards and Quality (CCSQ), will host an All Tribes Call on the Interim Final Rule (IFC) requiring COVID-19 vaccination of eligible staff at health care facilities that participate in Medicare and Medicaid programs.
Background: On November 4, CMS published an IFC with comment period (CMS-3415-IFC) requiring COVID-19 vaccination of eligible staff at health care facilities that participate in Medicare and Medicaid programs. The IFC aims to protect those fighting this virus on the front lines while also assuring individuals and their families that they will be protected when seeking care. For more information about the IFC, please see the press release.
A complete list of Medicare and Medicaid certified providers and suppliers is described in the IFC. It includes hospitals, ambulatory surgical centers, critical access hospitals, clinics, and federally qualified health centers. Facilities covered by this regulation must establish a policy ensuring all eligible staff have received:
- the first dose of either the Pfizer or Moderna two-dose COVID-19 vaccine by December 5, 2021, and the second dose by January 4, 2022, OR
- the one-dose Johnson & Johnson vaccine by December 5, 2021
The regulation also provides for exemptions based on recognized medical conditions or religious beliefs, observances, or practices. Facilities must develop a similar process or plan for permitting exemptions in alignment with federal law.
The purpose of this All Tribes Call is for CCSQ staff to provide an overview of the IFC and to answer any questions that Tribes might have. Please remember that, for comments to be considered, written comments must be submitted pursuant to the requirements published in the IFC.

On behalf of the Department of the Treasury, the Department of the Interior, and White House, we are writing to invite you to attend a Tribal Leader update on our collective efforts to disburse American Rescue Plan Act Tribal funding on Friday, November 19, 2021, at 11 AM EDT.
The American Rescue Plan Act (ARPA) provided Tribal nations with over $30 billion in direct set asides for Indian Country’s relief and recovery from this pandemic. The Department of the Interior received $1.75 billion to support American Indian and Alaska Native government programs administered under the oversight of the Department of the Interior’s Assistant Secretary – Indian Affairs. The Department of the Treasury received approximately $21.6 billion in direct Tribal set asides across five programs. In response to Tribal leader feedback in our numerous consultations, our departments utilized self-certified Tribal enrollment in our respective allocations and engaged in a historic partnership to obtain this information in less than two months.
Eight months after the passage of ARPA and on the eve of further historic investments in Tribal communities, we look forward to updating Tribal leaders on the status of our departments’ Tribal recovery funds and our future engagements in support of Tribal nations’ public health and economic recovery. Tribal nations have been critical to our nation’s efforts to confront this pandemic and we thank you for your leadership and partnership with our departments during this crisis.

The National Indian Health Board (NIHB) is excited to announce the 2021 Don't Miss Your Shot: COVID-19 Youth Summit. The Youth Summit will be virtually held on Friday, November 19, 2021.
NIHB is hosting Don’t Miss Your Shot: COVID-19 Youth Summit to provide opportunities for American Indian and Alaska Native (AI/AN) youth, their parents/caregivers, and those that work with AI/AN youth with the tools necessary to have effective COVID-19 vaccine conversations and to address vaccine misinformation.
This Youth Summit is targeted towards AI/AN youth, parents/caregivers, and those that work with AI/AN youth.

Today, the U.S. Food and Drug Administration amended the emergency use authorizations (EUA) for both the Moderna and Pfizer-BioNTech COVID-19 vaccines authorizing use of a single booster dose for all individuals 18 years of age and older after completion of primary vaccination with any FDA-authorized or approved COVID-19 vaccine.
Starting at noon today, CDC’s Advisory Committee on Immunization Practices will meet to discuss updates to the existing booster dose recommendations. View the meeting agenda.

Dear Public Health Community,
On behalf of the White House COVID-19 Response Team, I am pleased to invite you to a virtual Public Health Community Appreciation Town Hall. The event is on Monday, November 22, from 12:00 – 1:00 PM ET.
Federal, state, and local public health professionals have been leaders in responding to the COVID-19 pandemic since it first reached the U.S., ensuring their communities had access to accurate information about the pandemic and critical public health interventions and resources. They have ensured widespread access to testing, vaccines, contact tracing, and monoclonal antibodies, launched far-reaching public education campaigns, and developed strategies to make and keep our schools safe. Public health professionals have been asked to coordinate and participate in every step of their state or local pandemic responses. In doing so, they have made enormous personal sacrifices and epitomized public service.
This Thanksgiving season we express our sincere gratitude to the entire public health community. The White House COVID-19 Response Team, HHS Secretary Xavier Becerra, and CDC Director Rochelle Walensky will share their reflections, as well as public health professionals from a variety of fields on the accomplishments of the public health community. Viewers will also hear from state and local health officials on the major investments being made to improve public health infrastructure for the future.
